Job Summary ⇒ The Head of Programs is responsible for the strategic
development and management of the country program. The incumbent supports
Oxfam’s impact locally, regionally, continentally and globally through
ensuring program alignment to the key strategic objectives and program
standards. The jobholder supports resource mobilization. The incumbent ensures
that the promotion of women’s rights is at the heart of all Oxfam in Uganda’s
program work
Key Duties and Responsibilities ⇒
Lead program development and delivery 40%
⇗ Working with the PQ & L Coordinator, develop, implement and embed, a knowledge management system, that will ensure the sharing of knowledge across the program, other country programs, and the broader confederation
⇗ Builds strong synergy between development and humanitarian programming ensuring that resilient thinking, humanitarian planning and as necessary response meet Oxfam standards.
⇗ Working closely with the program funding manager, identify opportunities for funding to ensure the financial sustainability of country programme of Oxfam in Uganda
⇗ Oversee the partner portfolio, with specific reference to the identification of both implementing and strategic partners, and building and maintaining these relationships
Strategic management and thought leadership 30
⇗ To provide strategic and technical leadership in the design, development, planning budgeting, and implementation and monitoring of the OCS
⇗ Deputise for the Country Director as required
⇗ Manage and Coordinate the program team to deliver on the OCS, providing leadership, Inspiration and guidance and ensuring that the management of the team is in line with Oxfam’s HR policies and procedures.
⇗ As a key member of the CMT, support the Country Director steer organisational learning for effective delivery taking into account Oxfam’s new ways of working.

⇗ Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles.

Qualifications, Skills and Experience ⇒
⇗ A minimum of 10 years experience managing humanitarian and development programs
⇗ Comprehensive knowledge and experience of development programs, humanitarian response and advocacy and campaigning.
⇗ Politically astute, with a good understanding of key external organisations, how they operate and make decisions, and the country development context
⇗ Knowledge of, and experience in working with donors
⇗ Good managerial skills to co-ordinate the Uganda program team to deliver on the OCS objectives.
⇗ Excellent inter personal communication skills, in written and verbal English, with high impact influencing and persuasive skills. Able to use different approaches to achieve followership.
⇗ Ability to cultivate knowledge based relations with different stakeholders going beyond grant based relations strategic partnerships
⇗ Ability to think strategically, work creatively, effectively and in an innovative manner
⇗ Ability to demonstrate sensitivity to cultural differences and gender issues, as well as the commitment to equal opportunities.
⇗ Commitment to Oxfam’s safeguarding policies to ensure all people who come into contact with Oxfam are as safe as possible.
