Job Summary  Plan International Uganda is looking for Three Early Childhood Development Project Officers to manage day to day implementation of an 18 Months- Let’s Keep Playing Project funded by the LEGO Foundation.  The project will cover 5 districts in Uganda Nebbi, Lira, Alebtong, Kamuli, and Buyende. The project is aimed at supporting Early Childhood service providers especially Caregivers and parents promote playful experiences for children aged 3-6 years that are joyful, meaningful, socially interactive, actively engaging, and interactive to support their needs while at home due to Covid 19 pandemic. The project goal is to see every child inspired by playful learning, in every setting, every day in the home and in the community
Key Duties and Responsibilities 
The Project Officers will ensure that project activities are implemented in a timely and efficient manner in a bid to contribute to improved Early Childhood Development in the communities targeted by the project.
He/she will directly implement project supported interventions to achieve the set objectives and targets.
S/he will closely work with and support project stakeholders including ECD Care givers, Parents, and Community leaders to support implementation of project activities.
Support distribution and safety of play materials to all targeted children and households.
Support in organising roll-out events and trainings for Care givers, Parents and Community leaders.
Manage and maintain project records especially enrolment/ attendance registers and distribution lists.
Mobilize and educate parents and community members to participate in project interventions within the ECD centers, homes and at community level.
Coordinate with all the key partners in the district to enhance mutual support and establish a strong networking framework.
Support the documentation and sharing of learning, knowledge and experience generated from Plan Uganda’s project interventions as widely as possible.
Prepare and submit weekly and monthly reports to the project Coordinator.
Support consultants or Resource persons hired to provide various services.
Conduct regular supervision and monitoring of Project activities
Performs additional duties as requested.
Child Protection and Gender Equality & Inclusion
Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct CoC, their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
 


Qualifications, Skills and Experience
The ideal candidate must hold a Bachelor’s degree in Education/Early Childhood Care and Development, Child Development and Children’s Ministry, and Social Sciences, Project Management and any other relevant course.
At least two years of professional experience implementing and/or managing community led programs for children 0-8 years.
Excellent writing, facilitation, and organizational skills.
Excellent command of the English language.
Strong drive for results and ensuring timely delivery of program outcomes
Knowledge on inclusive programming approaches.
Good working knowledge of Microsoft office programs including MS Excel, MS Word and MS Power Point.
Strong skills in teamwork and networking.
Good communication skills written and oral.
Excellent negotiation and influencing skills in multi-cultural contexts
Familiarity with project locations.
