About US
The Women’s Situation Room WSR is a neutral, non-partisan mechanism that
mobilizes women and youth to promote peaceful and democratic electoral
processes. The WSR also promotes the enhanced participation of women in peace
building in line with the United Nations Security Council Resolution 1325.
Founded by The Angie Brooks International Centre in Liberia, the WSR was first
implemented in 2011 during the presidential elections in Liberia. It has,
since then, been replicated in Uganda in 2016 and in other African countries
including Senegal, Sierra Leone, Kenya, Nigeria and Ghana. It has been
acknowledged as an effective mechanism for promoting peaceful elections by the
United Nations Security Council and by the African Union, which requested that
the WSR be implemented in all African elections.
The WSR involves all electoral stakeholders in consultative engagements to
ensure peace before, during and after elections. It includes a physical
Situation Room where women are involved in advocacy for peace; political and
legal analysis of the situation; and interventions that may include mediation
to avert conflict.
The overall objective of the WSR Uganda 2021 is to promote the full and active
participation of women and youth in ensuring peaceful elections and to
contribute to the strengthening and refinement of the WSR mechanism for
ensuring peace in African elections. The Women’s Situation Room Uganda will be
hosted by Uganda Women’s Network UWONET; with the Women’s International
Peace Centre serving as the WSR Secretariat.

Key Duties and Responsibilities Under the supervision of the National
Coordinator, the Youth Coordinator will perform the following functions
Development of a Youth Engagement Strategy with appropriate guidelines for
engagement with young women and men in line with the WSR strategies
Liaison and engagement with the Ministry of Youth, Ministry of Education,
Ministry of Gender, public institutions and other stakeholders on issues and
strategies for youth empowerment in relation to the electoral process,
conflict resolution and management processes
Development of criteria for establishing youth peer to peer peace
advocates, including, drafting terms of reference, youth selection and other
relevant processes as required
Coordination and facilitation of youth training, as well as roundtable
meetings and awareness-raising campaigns across project locations
Mentoring and building capacities of stakeholders on youth-related
interventions to enable them to plan, design, implement, monitor, and evaluate
youth interventions based on WSR analysis.
Support to local youth actors to design and deliver effective peace
advocacy and awareness-raising campaigns in line with the Women’s Situation
Room strategies
Overseeing the implementation of youth activities in support of the WSR
project
Contribution to cross-organizational learning on youth, peace, security and
justice, and identifying opportunities for cross-organizational learning and
initiatives.

Qualifications, Skills and Experience
The applicant must hold a recognized first degree or professional
qualification in peace and security studies, public administration and
management; development studies; international relations, or a relevant field
Minimum of 5 years’ experience working in a relevant field, including
project planning and management
Excellent understanding of youth and civil society issues in Uganda and
demonstrable experience in working with youth
A good understanding of key political, social and economic issues in
Uganda, and an interest in conflict prevention, peace-building and governance
programming involving young people
Experience of working in peace-building will be an advantage
Experience in working with youth networks, youth policy and engagement with
government will be an advantage
Languages Fluency in English is required
