Job Summary This position is responsible for assessment, response analysis, design and implementation of the child protection components of Plan International Uganda’s emergency response and Protection Interventions for South Sudanese Refugees and Host Communities project in the West Nile Sub-Region of Uganda.
 
S/he will need to coordinate with other Emergency Response team members and Plan International Uganda staff, especially in implementation management, Gender, education and other relevant technical sectors, to ensure a rapid, proportionate and effective response. S/he will need to ensure response to immediate child protection issues with simultaneous consideration of longer term needs and possible scenarios. Depending on the situation the Coordinator may need to take a very active role in technical co-ordination, support and advocacy with the country specific child protection clusters and other stakeholders and technical agencies relevant to the sector.
 
Key Duties and Responsibilities 
Support establishment and strengthening of Child Protection systems, networks with like-minded agencies working in Emergency in collaboration with OPM, UNHCR
Support the integration of quality gender equality programming within the implementation of project activities and deliverables
Project implementation planning and management in coordination with project implementing partners
Project budget and procurement management
Project monitoring, evaluation, learning and documentation
Project partnership Management, networking and advocacy
Project risk management
Human resource management and development
Ensure Plan’s Child and Youth Safeguarding Policy and Guidelines are adhered to in project implementation
Ensure Plan’s Gender Equality an Inclusion Policy and Guidelines are adhered to in project implementation
Accountabilities
Assessment
Provide sectoral leadership and expertise in the assessment of child protection and gender equality issues in project sites, with specific consideration of gender and age specific needs
Conduct initial rapid assessment of current situation in collaboration with cluster actors and affected population; determine priorities, immediate activities and resources needed, including material, financial, and human resources
Review, assess and update the child protection situation in areas affected by emergency including, but not limited to children who experience sexual and gender-based violence, children associated with armed forces and armed groups, unaccompanied and separated children, child trafficking and other relevant circumstances affecting child vulnerability to violence, exploitation and abuse
Highlight protection issues requiring a response – both immediate less than 2 months and medium term and make recommendations on specific Plan International actions required. Ensure core commitments to children are taken into consideration.
Identify potential partnerships to implement recommendations, assess potential partners where available or make recommendations on how to fill gaps.
Program Design
In collaboration with Plan staff and key stakeholders, define aims and objectives of the overall child protection in emergencies programme including advocacy activities based on evidence from assessments, evaluations, and global best practice.
Ensure that issues of gender equality, education, DBR and conflict sensitivity are factored into the programme design.
Ensure Plan International guidelines and UN Child Protection cluster standards are considered and any departures documented.
Work in close collaboration with other programmes specialists, particularly gender, to ensure that emergency interventions build upon each other and link in to longer term programming.
Support development of concept papers and proposals in respect of the above.
Response Management and Implementation
Work closely with the relevant implementation team officers, case workers, social workers to ensure that the implementation of relevant activities are planned and implemented in a phased and prioritized manner in full consultation and co-ordination with all relevant agencies both governmental and non – governmental.
Provide technical guidance to Plan International Uganda for effective planning, implementation and monitoring of agreed child protection plans related to community-based CP mechanisms, case management, child friendly spaces, and alternative care.
Make frequent field visits to all affected response areas to monitor implementation of activities, identify opportunities and constraints and any adjustments needed including additional staffing or staff training or other.
Ensure early and rigorous implementation of a feedback and complaints mechanism and respond to collected feedback and complaints in a timely and appropriate manner
With support of the CO Child and Youth Safeguarding Focal Point, conduct a safeguarding risk analysis of the project and identify mitigation actions
Response Reporting and Monitoring & Evaluation
Regularly monitor the implementation of Plan International Child Protection activities and draft recommendations for improved programme implementation
Support the Monitoring & Evaluation Coordinator in data collection and analysis of CPiE activities
Draft child protection intervention reports and briefs to serve as standalone deliverables or to be included in larger emergency response for both donor and internal purposes.
Support human rights monitoring and reporting of child protection and other child rights violations to relevant UN reporting mechanisms and other instruments.
External Representation and Co –ordination
Provide regular updates to Emergency Response Manager and emergency team on progress, priorities and constraints – verbally and in writing on an agreed frequency.
Engage and follow up with relevant implementation managers
Represent Plan International Uganda in the CP sub-cluster and other strategic and coordination meetings as needed and agreed with the team leader. With the CP sub-cluster, map current institutional response capacities – including conducting a child protection specific 3Ws.
Supervision and Capacity Building
Coordinate and/or implement capacity-building, including training, coaching, and briefing, of Plan International Uganda staff, partners and other key stakeholders on child protection and/or related issues
Supervise Gender Coordinator and Child Protection Officers and provide regular performance feedback
Provide direct technical guidance and capacity-building to case workers and social workers both in Arua and Yumbe
Hold regular coordination meetings with all CPiE project staff to review technical quality of CPiE activities, identify challenges, and discuss lessons learned.
Child Protection and Gender Equality & Inclusion
Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct CoC, their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.


Qualifications, Skills and Experience
The ideal applicant must hold a Bachelor degree in Law, International Law, Social Sciences, Development Studies or a related field with good knowledge of International Refugee, Human Rights and Humanitarian Law.
Experience with participatory approaches to protection, emergency preparedness, crisis/emergency relief management or other related areas. Experience in the country of assignment is an asset.
Good knowledge and understanding of DO NO HARM principles and established international child protection standards, particularly related to case management, alternative care, child friendly spaces, psychosocial support, and community-based child protection mechanisms.
Minimum of 5 years of which at least 3 in the field of progressively responsible professional experience in child protection, humanitarian affairs, human rights and related fields.
Experience working with communities, families, parents, youth, adolescents, and children, including child survivors of GBV and unaccompanied and separated children in humanitarian contexts
Work style Is well planned and organized even within a fluid working environment and has a capacity for initiative and decision making with competent analytical and problem-solving skills.
Knowledge of Plan International Uganda policies and procedures, Sphere Standards, Red Cross/ NGO code of conduct, and Minimum Standards for Child Protection in Humanitarian Action.
Requires general finance, administration, information management and telecommunication skills and proficiency in information technology/ computer skills.
Integrity Works with trustworthiness and integrity and has a clear commitment to Plan International Uganda’s core values and humanitarian principles.
Resilience/Adaptability and flexibility Ability to operate effectively under extreme circumstances including stress, high security risks and harsh living conditions. Works and lives with a flexible, adaptable and resilient manner.

Has a capacity to make accurate self – assessment particularly in high stress and high security contexts.
People skills Ability to work independently and as a team player who demonstrates leadership and is able to supervise and capacity-build local staff and also able to work with disaster affected communities in a sensitive and participatory manner.
Communication skills Well developed written and oral communication skills. Able to communicate clearly and sensitively with internal and external stakeholders as a representative of Plan International Uganda. This includes effective negotiation and representation skills.
Fluency in English
Multiple language skills desirable
