Background
CRS recognizes that Homes and Communities are the foundations of family life. But, when disaster strikes, lives are shattered in the blink of an eye. The loss of a home has a grave impact on a family’s well-being, their identity, their security and safety. CRS recognizes that safe homes are the first step for families to rebuild their lives. Using shelter as an entry point, CRS will also demonstrate how empowering communities through the Community Conversation methodology, Community Center, promotion of social cohesion and livelihood skills-building can lead to a more holistic, community-centered approach that will increase the effectiveness of shelter interventions and improve the quality of the response.
Considering the high vulnerabilities of CRS’ targeted populations in the refugee and host communities, the Technical Advisor – Gender and Protection is required to lead the development and implementation of strategies to address gender and protection issues throughout the Homes and Communities platform development and other related CRS emergency programs.
 
Job Summary  The Technical Advisor – Gender and Protection will be responsible for managing and contributing to the high- quality gender integration and protection mainstreaming primarily in the Homes and Communities Program, as well as the wider Emergency Program as needed. S/He will also be responsible for the development of tools and curricula, roll out of trainings, technical representation on relevant fora, and advocacy. Additionally, s/he will ensure harmonisation and coordination of all gender integration and protection mainstreaming approaches within the emergency team.
S/he will model CRS’s core values and particularly CRS’s commitment to Gender Equity and Diversity and ensure CRS’ Safeguarding policies are upheld by all team members and stakeholders engaging with the project.
 
Key Duties and Responsibilities 
Providing technical analysis, guidance, and training in gender integration to CRS and partner staff, including coaching and accompaniment, in line with CRS’ Global Gender strategy as well as the IASC Gender for Humanitarian Action and SGBV integration into Humanitarian Action Handbooks.
Providing technical analysis, guidance, and training in protection mainstreaming to CRS and partner staff, including coaching and accompaniment, in line with CRS’s Protection Mainstreaming Framework
Leading the implementation and evaluation of the Community Conversation approach, in collaboration with partner staff, providing technical leadership, mentorship, and training at the community level, ensuring progressive of documentation of learning.
Strengthening program quality, learning, and accountability with respect to protection and gender, through community engagement and feedback mechanisms, development and monitoring of specific protection and gender indicators, and documenting and sharing feedback, successes, lessons learned and best practices to facilitate improvements in decision-making
Undertake protection and gender analysis and assessment as needed to reinforce CRS’s understanding of its participants’ different needs and gender dynamics within HHs and settlements to inform and influence programming and accountability approaches
Providing training and capacity building in Code of Conduct and Safeguarding policies to community groups engaged by CRS such as incentive workers, construction crews, and Community Conversation facilitators
Strengthening CRS and partners’ use of the settlement specific GBV referral systems to make safe, ethical referrals when needed
Enhance networking and collaboration with peer agencies, UNHCR, OPM, and District, including representing CRS on relevant zonal and settlement-level Technical Working Groups
Elaborate, compile, and maintain key protection and gender resources library and act as focal point for gender and protection knowledge management


Qualifications, Skills and Experience
Master’s Degree or at least a first degree in Social Sciences, Development, or related similar field or undergraduate degree with a combination of multiple years of experience in the same field is required.
At least five years hands-on professional experience in a Gender and/or Protection role, including experience working within a recovery and/or development context, preferably with an INGO
Strong understanding of the humanitarian refugee context in Uganda
Demonstrated application experience of international Gender and Protection Mainstreaming standards and their application
Demonstrated skills in training and capacity building through technical assistance and mentoring
Strong understanding of safeguarding and Prevention of Sexual Exploitation and Abuse PSEA principles and good practices
Strong inter-personal communication skills, sound judgment and decision-making skills, and ability to work cross-culturally with multiple stakeholders successfully.
Good knowledge and experience in networking, building relationships and establishing collaboration with different partners, agencies local and international networks.
Fluent in written and spoken English language, with demonstratable experience in report writing
A capacity and desire to pass on skills and information, a confident communicator and willing to work in a collaborative and respectful way with target multi-cultural communities
Flexibility and ability to work under pressure and meeting deadlines in changing situations
Knowledge of the local languages in northern or western Uganda
