About US
The Bank of Uganda BoU is the Central Bank of the Republic of Uganda. It was opened on the 15th August 1966. It is 100% owned by the Government of Uganda but it is not a government Department.  Bank of Uganda conducts all its activities in close association with the Ministry of Finance, Planning and Economic Development MoFPED. Bank of Uganda is responsible for monetary policy and maintaining price stability.
 
Job Summary  The Head, Statistics Department will provide timely and reliable statistical information on external sector statistics, monetary & financial statistics, real sector indicators; grants & public debt, government finance statistics, and their analyses to guide the macroeconomic policy decisionmaking process. The incumbent will undertake quality assurance and data dissemination of the statistics generated by the Bank and handle technical & administrative aspects of the Statistics Department.
 
Key Duties and Responsibilities 
Provide leadership in producing, managing, and disseminating the above mentioned statistics in a timely and reliable manner.
Provide leadership on continuous identification, assessment and take actions to manage all risks and opportunities in the department.
Manage the delivery of data analytics, data management and curation, data systems engineering such as implementation of big data solutions and visualization.
Coordinate statistical issues with the Bank management, Uganda Bureau of Statistics, and other external stakeholders.
Establish, develop and maintain strategic partnerships with external data providers from the public, private and NGO sectors, among others.
Enhance staff competencies in producing, managing, and disseminating statistical information.
Coordinate with the Division Heads, to draw, implement, and monitor the annual work plan and the budget, and appraise staff in their performance of duty.
Chair the Departmental, technical, and risk management meetings and coordinate follow up actions on issues raised.
Represent the Executive Director Research and Policy at committee meetings in their absence, as delegated; and pursue any other duties prescribed from time to time by the Executive Director Economic Research’s office.

Reliable and timely statistics, regular reports and publications.
Statistical strategic plan.
Adequate, efficient and effective software to support data collection, processing and analysis.
Motivated, competent, & efficient staff and enumerators.
Well-coordinated surveys for generating relevant statistics.


Qualifications, Skills and Experience
The ideal candidate must hold a First Class or Upper Second Class Honors degree in any of the following disciplines- Statistics, Economics, Mathematics and Statistics, Quantitative Economics, Business Statistics, Actuarial Science, Data Science or another related quantitative field.
A Master’s Degree in any of the aforementioned areas.
A PhD in Economics, Mathematics or Statistics is an added advantage.
At least 15 years of professional working experience in the fields of statistics, economics and/or data management of which at least eight 8 years must have been at a Senior Management Level.
Applicants must not be above 55 years.
Three 3 year contract renewable based on performance

Technical Competencies
Excellent knowledge of and ability to apply statistical or applied mathematical analysis techniques and tools, and expertise in use of Statistical Analytical Packages e.g., STATA, SQL, R programming, Microsoft Packages, E-VIEWS, PYTHON, MATLAB, PowerBi, Tableau among others.
Excellent knowledge of compilation of Balance of Payments BOP, Monetary, Real sector and Public Finance statistics.
Proficiency in data management & storage, implementation of Big Data Analytics & solutions, data visualization, complex data manipulation, data validation & extraction and policy oriented writing skills using both structured and unstructured data.
Proficiency in building statistical predictive models and machine learning algorithms.
Strong core principles of research methods, survey formulation, design, data collection methods and proficient skills in developing, implementing and maintaining databases.
Possesses strong capabilities to maintain effective partnerships and working relations.
Strong abilities to provide objective and relevant statistical and data science leadership advise & management to various stakeholders.
