Description
FHI 360 is seeking to recruit for an Immunization Technical Advisor I position to provide ongoing technical and coordination support to Uganda’s Expanded Program for Immunization EPI platform at the national level, including layering of COVID-19 vaccine roll out on the platform. Reporting to a designated supervisor at the Ministry of Health MOH and a Senior MNCH Advisor at FHI 360, the Advisor will have the following roles and responsibilities
 
Job Summary  To provide technical assistance to the MOH Division of Vaccines and Immunization DVI team to strengthen the Ministry’s immunization platform to effectively roll out COVID-19 and other vaccines.
 
Key Duties and Responsibilities 
On an ongoing basis, closely coordinate with regional/district USAID implementing partners to ensure that district health teams align to and implement national routine immunization and COVID-19 vaccine roll-out priorities and plans. The Advisor will accordingly keep the DVI Program Manager and team apprised of key issues for targeted support supervision to various districts, and proactively share national-level program information with USAID regional IPs for action.
Closely work with and support the Division team in the convening and management of national and regional level performance review meetings, ensuring that learnings and best practices are routinely shared, progress effectively monitored, and agreed-upon corrective actions addressed by respective districts and implementing partners
Closely work with the Division M&E team in the conduct of routine data reviews on a weekly, monthly, and quarterly basis to identify data quality issues and share feedback with regional IPs and district teams and ensure that quality issues are adequately and timely addressed.
Actively participate in national-level forums for management of vaccine adverse events data, including following up with district/regional IP teams, linkages with MOH Department of Health Promotion, USAID SBC Activity to ensure that district teams and their respective vaccination sites/teams are equipped with knowledge and skills for risk communication and community engagement RCCE for adverse events
Assist the Program Manager in following up actions from engagement meetings with i various vaccine deployment committees, and ii private sector actors in their efforts to contribute to the government vaccine deployment plan
Assist the DVI team to ensure effective follow up of program implementation strategy decisions and actions from various meetings within the Division and with stakeholders
Draft technical communications, letters, and presentations on various components of the program on behalf of the Program Manager or designated officers
Write concept notes on key program activities, as guided by the Program Manager and his designates
Assist the Division team to develop/draft program updates and high-level briefings for the Ministry’s senior and top management on a weekly and adhoc basis
Work with Division program teams to, on an ongoing basis, plan for and provide logistics, coordination, and technical support for conducting training and mentorships for the district and implementing partner teams on various elements of deployment plans for COVID-19 and other vaccines.


Qualifications, Skills and Experience
The ideal candidate must hold a basic degree in medicine AND a post-graduate qualification in either a clinical discipline, Public Health, or Epidemiology.
At least 5 – 7 years of work experience in public health program implementation.
Significant experience and or knowledge on Uganda’s public sector immunization program, including related key monitoring indicators.
Ability to work with and understand health data and health management information systems, including presentation of data in creative ways.
Excellent written and oral communication skills in English, and must be able to communicate and coordinate effectively with Government of Uganda officials, other donors, and partners.
