About US
The Uganda Revenue Authority URA was established by the Uganda Revenue Authority Statute of 1991 and set up in September of the same year as a central body for assessment and collection of specified revenue, to administer and enforce the laws relating to such revenue and to provide for related matters. This statute incorporated all the laws that were in force then regarding tax collection. The new organization URA amalgamated the three tax administration departments that were responsible for all the taxes collected by the Central Government of Uganda.
 
Job Summary  To set and lead the implementation of the strategic direction of the division as well as provide advisory services to URA Management on the appropriate strategies for the promotion of the URA brand, tax awareness to the public, and corporate communication so as to effectively support URA strategy
 
Key Duties and Responsibilities 
Verify and communicate the official position of URA on all matters pertaining to URA business to internal and external stakeholders so as to enhance stakeholder awareness
Establish and institutionalize mechanisms that enable timely flow of information from all URA stations to the PCA office to facilitate coordinated official communication to the public
Establish institutional controls that guarantee quality of the information disseminated to the public and internal stakeholders on URA’s behalf
Respond to requests for information from the public or designate another spokesperson or information source
Plan and direct development and communication of informational programs to maintain favourable public and stockholder perceptions of URA’s accomplishments and agenda
Develop and monitor strategies for coaching the regional spokes persons in effective communication with the public and internal stake holders
Oversee the implementation of tax education and sensitization programs to enhance awareness and compliance among tax payers
Oversee the arrangement of public appearances, lectures, contests, or exhibitions for clients to increase tax awareness and promote goodwill
Review the Impact of tax awareness programs and take appropriate actions or advise management to enable improvement to take place
Develop frameworks and guidelines for implementing tax awareness schemes
Approve and oversee the implementation of tax sensitization programs across the country
Develop and monitor the implementation of partnerships between URA, the media and other key stakeholders so as to maintain continuous collaborations
Develop public relations strategies that will influence public opinion or promote URA ideas, products and services
Establish mechanisms to profile and manage relations between URA and the media houses and other strategic partners
Oversee and guide URA publications that are submitted to the media
Establish strategies and guidelines to monitor the changes in trend of the various interest groups of the public and advise management for corrective action
Lead the tracking and reporting on the impact and relevance of existing URA-Corporate partnerships, providing feedback and recommendations for action to URA Management
Lead the development and monitor programs to improve the capacity, performance and productivity of staff in the division to enhance the quality of their service
Develop and communicate the strategy and work plan of the department
Lead, guide and support the department in performance planning, monitoring and evaluation processes and account to management, the performance of the department.
Lead the identification of capacity gaps in the department, approve suitable development programs and establish strategies to monitor their implementation
Create and continually enhance an enabling environment for all staff to maximize their performance, innovation and creativity potential
Develop strategies that promote the URA corporate brand and monitor its usage by various stakeholders to enhance URA image and Visibility
Establish guidelines that enable internal collaborations with Departments to ensure that their productions, advertisements and promotional materials are well aligned with the approved corporate brand standards
Develop and guide the implementation of, tracking and reporting on the URA Corporate Social Responsibility CSR initiatives
Develop and monitor the implementation of mechanisms to monitor the usage of the URA Corporate brand and maintain its integrity
Establish and institutionalize guidelines on handling protocol and travel arrangements for visiting dignitaries and URA staff in a manner that upholds the URA brand
Coordinate the development and reviewing of the Client Service Charter and service standards to inform the tax payer of their rights and URA obligations to them
Lead the periodic client satisfaction surveys to establish the perception levels of clients towards URA service delivery and give feedback to the various Departments for improvement


Qualifications, Skills and Experience
An Honor’s Bachelor’s degree from a recognized academic Institution.
Training in leadership from a reputable Institution
At least seven 7 years’ working experience in URA operations or a reputable Organization, four 04 of which should have been at manager level
Postgraduate qualification in any of the following areas; Marketing, Communication, Business Administration, or International relations
Good understanding of the URA Brand Manual, URA’s Work Flow Processes, Events Management Manual, protocol management, Communication’s Policy and Tax Laws
The job holder must have strong communication and interpersonal skills with the ability to think quickly and creatively especially in crisis times.
Strong negotiation skills, analytical skills and marketing skills
Strong leadership skills, team building and networking abilities
The job holder must have the ability to stay calm and maintain composure during hard pressing situations
The Job holder should express a reasonable degree of maturity, and possess a demeanor that portrays the corporate image of URA in all ways
