Partnership Finance Compliance Officer Job Advert
 



GOAL is currently seeking to hire a Partnership Finance and Compliance Officer PFCO to join our Uganda team as part of a new 2-year nutrition sensitive and agricultural market systems programme that commences in October 2021. This is an exciting opportunity for you to join an extremely dynamic International NGO and to use your skills in partnership, compliance and finance. If you are familiar with working within the international development aid sector and have a strong background in partnership management, then this role is perfect for you!
 
Job Summary  The Partnership Finance and Compliance Officer PFCO reports directly to the Senior Financial Accountant SFA. He/She will support the Finance Team in management of CSO and Private Sector partners which includes coordinating partner onboarding, monitoring and oversight of the use of partner funds and building the capacity of partner organizations to achieve programme objectives.
 
Key Duties and Responsibilities 
The key responsibilities of the role will be
Support the capacity building of CSO partner organization 
Carry out financial training to partner’s management;
Carry out compliance and safeguarding training
Carry out one to one capacity building to partners finance personnel on a monthly basis;
Carry out financial assessment for each partner every year there is a project to be funded;
Coordinate individual or group external audits for every partner each year;
Support to partner grants management
Carry out financial review of all partners’ proposal/budgets prior to further review by the SFA
Review all partner finance reports, supporting documentation and following up on any queries before forwarding to SFA for approval;
Timely updating of partners disbursements tracker;
Ensuring partner closure out procedure have been properly adhered to whenever a grant comes to an end.
Reporting and documentation
Provide monthly report based on your monthly work plan;
File all financial reports, trip reports, official communications, compliance trainings and financial assessment/due diligences and internal and external audits by partner in an orderly manner both soft and hard copies.
Support the capacity building of Private Sector partner organization financial systems
Conduct due diligences/assessments for potential private sector partners
Draft MOU’s/Agreements for Private sector Partners
Review Private sector Approval Checklist and ensure it is complete before drafting MOU’s
Timely preparation of partner disbursement requests;
Other tasks as mutually agreed with supervisor
Present partner performance updates to the programme grants monitoring team during monthly Programme Meetings.
Support partners in preparation of proposal Budget for upcoming projects;
Ensuring agreed actions are followed up and closed within agreed time frame;
Providing partner external auditors with any information required from GOAL in relation to partners
Provide support to GOAL finance team whenever needed.
Supporting Finance with processing of payments
Supporting timely processing of cash payments to project participants based on approved payments requisitions
Providing timely accountability for floats taken out in supporting programme implementation
Providing cover to Fin/Admin officer while on leave


Qualifications, Skills and Experience
Requirements
The applicant must hold a university degree in business and/or accounting with a recognised institution
ACCA/CPA at least level 2.
Minimum years 2 years’ experience in a similar role.
Experience in collaborating and working with both private and public sectors.
Strong analytical skills
Strong communication, presentation and training skills in both spoken and written English
Excellent interpersonal skills and an ability to build relationships with a range of organisations
Proficient computer skills MS Word, power point and Excel
Ability to travel up to 70% of time from base

General description of the country programme
First operational in Uganda in 1979, the current GOAL Uganda country programme focuses on Health including WASH, Health Accountability and Nutrition programing; and a market-based systems approach to improving agricultural livelihoods and WASH. GOAL Uganda mainstreams gender, child protection, social behaviour change and resilience strategies across all programming. GOAL works on a district focused approach and uses a mixture of direct implementation and partnerships with national and international civil society organizations, local government, the private sector and communities to give effect to our mission.
GOAL Uganda has a skilled team of approximately 150 personnel and manages an annual operating budget of approximately €8.7 million 2018. GOAL is currently operational in the North, South, East and West of Uganda with six established offices in Kampala, Lira, Kasese, Hoima, Bugiri, Abim, Kaabong and Agago Districts. GOAL Uganda country programme is funded by a number of donors who include Mastercard, charity water, Irish Aid and some small foundations.
 
Details of remuneration package and benefits
Our package includes a competitive salary, health insurance cover for up to 3 dependents, comprehensive 24 hour personal accident cover, terminal benefits equivalent to one month for each completed year of service and our working hours provide for a half day on Fridays.  GOAL promotes a learning and development environment with training & study opportunities aligned to our staff development policy.
