Project Background:
The Social and Behavioral Change Activity SBCA is a five-year program
implemented through a cooperative agreement between the United States Agency
for International Development USAID/Uganda and Johns Hopkins Center for
Communication Programs CCP. The vision of USAID’s Social and Behavioral
Change Activity is a Uganda where individuals and communities are not just
healthy, but resilient, supported by strong adaptable systems and institutions
to lead productive lives. The SBC Activity supports the Government of Uganda
GoU and US government USG implementing partners to design and implement
Social and behavioral Change SBC communication initiatives that contribute
towards reduction in Maternal and Child mortality, Malaria prevalence, Total
Fertility rate, new HIV infections, TB prevalence and improved Nutrition out
comes, resilience and improved SBC systems and expertise.

Job summary ⇒ The Technical Specialist Stakeholder engagement will support
the National Technical Advisor National Level coordination to provide SBCA
technical and coordination support to the Ministry of Health Promotion,
Education and Communication Division. He or she will support MOH HPE&C to
ensure effective coordination of partner SBC initiatives, SBC capacity
building for Division staff and support towards harmonized approach to SBC
interventions.

Key Duties and Responsibilities:
Under the supervision of the SBCA National Technical Advisor National Level
Coordination, the Technical Specialist Stakeholder engagement will perform the
following key duties
⇗ Support the MOH HPE&C to establish mechanisms for effective coordination of
implementing partner SBC related requests and technical support in order to
ensure a harmonized approach to design, implementation and monitoring of SBC
interventions.
⇗ Support the MOH HPE&C to take leadership in standardizing approaches across
different implementing partners. This will involve standards for the SBC
materials and approaches review processes including development of clear
standards of operating procedures for the materials/ approaches review
committee.
⇗ Support materials and approaches review and approval processes for the SBC
integrated campaign by the Ministry of Health HPE&C Materials and other
relevant committees that include Uganda AIDS Commission.
⇗ Coordinate the innovation of approaches that contribute towards effective
coordination of SBC MOH partner interventions to ensure meaningful
contribution towards positive behavioral outcomes. Approaches include but are
not limited to an annual calendar of events for partner activities.
⇗ Support the MOH HPE & Cdivision to identify individual capacity building
needs for division staff and develop a capacity building plan that contributes
towards filling these gaps.
⇗ Keep a tab onMOH / other Ministry policy and guidelines and support MOH
HPE&C to integrate relevant developments / changes into SBC programming for
HIV & TB control, Malaria Prevention, Family Health and Nutrition.
⇗ Support MOH HPE&C division in coordinating the BCC-WG activities and ensure
that SBCA provides relevant technical assistance to processes and activities
undertaken,
⇗ Work with technical specialist responsible for HIV and TB, Family health
and Malaria and GHSA coordination to support the linkage between the BCC-WG
and other MOH thematic working groups MOH-TWGs within MOH.
⇗ Support MOH HPE& C to establish and maintain effective mechanisms for
national and subnational level stakeholder engagement. This will include
periodic stakeholder mapping and classification to identify areas of focus for
planned engagements.
⇗ Liaise with other non-USG key SBC players that include UN agencies and
ensure there is a link between SBCA supported activities and theirs.
Additionally, identify synergies and opportunities for cross pollination to
ensure effective SBC support to the MOH HPE&C.
⇗ Act as the go to person for all SBC products developed for MOHHPE&C with
support from SBCA including the Experience Lab and Digital Platform. Promote
use of these platforms amongst MOH partners including other GOU departments.
⇗ Support Monitoring and Evaluation teams to roll out SBC quality improvement
initiatives for the MOH HPE&C
⇗ Represent SBCA in MOH HPE&C division and other internal MOH meetings and
ensure that key deliberations from these meetings are shared with SBCA team
for action and follow-up.
⇗ Keep abreast with international and national protocols on SBC and SBCA
thematic areas of focus that include HIV/ AIDS, Family Health, Malaria, Global
Health Security and regularly impart the knowledge to SBCA staff and partners.
Perform other duties as assigned by the supervisor.

Qualifications, Skills and Experience:
⇗ The ideal candidate must hold a Bachelor’s degrees degree in a relevant
discipline such as communication, Public Health, Social sciences and
development.
⇗ A Master’s degree in in a relevant discipline such as communication, Public
Health, Social sciences and development is an added advantage.
⇗ At least 5 years of demonstrated experience managing the design and
implementation of health communication initiatives.
⇗ Previous experience working with USAID funded health communication
projects.
⇗ Demonstrated experience working in programs that support HIV/ AIDs, TB
control, maternal and Child health, Malaria prevention and Global Security.
⇗ Demonstrated experience building partnerships and alliances with Government
Ministries, USG and non-USG implementing partners.
⇗ Ability to function independently in a highly demanding and frequently
changing environment.
⇗ A sound understanding of Social and behavioral change communication issues.
⇗ Excellent interpersonal skills are required to establish and maintain a
wide range of working-level contacts with government, non-governmental, and
private-sector circles.
⇗ High degree of judgment and maturity.
⇗ Strong management, networking and analytical skills.
⇗ Experience in capacity strengthening for teams
