About Project:
The Building Community Resilience for Protection of Refugees and Host
community Children and Adolescents in West Nile Project, aims to contribute to
building protective environments for refugees within refugee settlements and
host communities to ensure children and adolescents affected by the crisis
thrive and feel safe from all forms of violence, including SGBV, and, have
access to appropriate age and gender responsive protective services. It is a
24 month emergency response project funded by the Ministry for Development
Cooperation Belgium through Plan International Belgium National Office BNO.
It will be implemented in West Nile covering: Rhino Camp in Madi-Okollo and
Arua and Bidibidi Refugee settlement in Yumbe and host communities where these
settlements are located.

Job Summary The Project Manager - BNO Project is directly responsible for
the management of BNO - BCRP Project, and accountable for project results
delivered in line with project proposal, PIU West Nile emergency response
strategy and Direction générale de la Coopération au Développement – DGD
requirements. He/she is responsible for overall coordination and management of
all programmatic and financial aspects of the project in accordance with the
proposal. He/she is accountable for all project deliverables in relation to
key principal project objectives, specific objectives and the four 4 result
areas of this project. He/she is responsible for effective budget utilisation
and project performance. He/she will propose modifications to plans as
necessary but seek necessary approval for implementation and may contribute to
development of additional donor proposals.

Key Duties and Responsibilities
Project planning, implementation and management in coordination ERM, NPM
Child protection and BNO Program Manager
Efficient project budget utilisation and procurement management
Project monitoring, evaluation, learning and documentation
Project networking, collaboration, building synergy for effective delivery
of this project in close coordination with UNHCR, OPM and other IPs in Arua,
Yumbe and Madi Okolo.
Project risk management
Project human resource management
Ensure Plan’s Safeguarding Children and Young People Policy and Guidelines
are adhered to in project implementation.
Provide leadership in developing and implementing timely, quality quarterly
and annual implementation plans and budgets.
Prepare, submit and disseminate quality annual, periodic reports both
narrative and Financial to donor as per donor requirements and project
reporting time line.
Build synergy for effectively coordination with other ongoing projects
implemented by PIU in Arua, Yumbe and Madi Okolo.
Ensure that all project activities are well delivered, documented and
reported on in a timely manner in line with project’s strategic long-term
vision, desired impact, cost effectiveness and sustainability.
Coordinate and communicate effectively with Plan International staff,
partners and all other stakeholders to ensure smooth running of the project.
Ensure effective project budget utilization, budget tracking and variance
explanation for all implemented activities in line with donor requirements.
Manage project resources including procurements efficiently and effectively
in accordance with Plan International Uganda policies and guidelines and in
accordance with grant conditions.
Supervise Project Coordinators project officers and other key staff
recruited to ensure that daily, weekly, monthly quarterly and annual
performance targets are achieved 100%.
Represent Plan International Uganda Arua office in CPSWG, BIA and BID
meeting with UNHCR Arua, Yumbe and Madi Okolo sub office. In addition
represent PIU externally with partners, government and other
agencies/alliances at district level for project related issues as may be
required, in consultation with ERM, National Program Manager Child Protection
and Head of program.
Ensure effective management of all risks including prevention of fraud in
the implementation of the project to minimise their occurrence and possible
effects on the project
Ensure all project documentation is organised and well maintained for
accountability purposes, aiming for having a well-articulated model of the
program.
Organise regular performance review meetings to assess progress, but also
to agree on and communicate any agreed/proved changes in strategy with the key
project staff, project beneficiaries and other stakeholders
Ensure Plan International’s Safeguarding Children and Young People Policy
and guidelines are adhered to in all stages project implementation.
Ensure Plan’s Gender Equality an Inclusion Policy and Guidelines are
adhered to in project implementation



Qualifications, Skills and Experience
The applicant for the Plan International Project Manager - BNO Project job
must hold a Bachelor Degree in Law, International Law, Social Sciences,
Development Studies or a related field with good knowledge of International
Refugee, Human Rights and Humanitarian Law.
Experience with participatory approaches to protection, emergency
preparedness, crisis/emergency relief management or other related areas.
Experience in the country of assignment is an asset.
Good knowledge and understanding of DO NO HARM principles and established
international child protection standards, particularly related to case
management, alternative care, child friendly spaces, psychosocial support, and
community-based child protection mechanisms.
Minimum of seven 7 years of which at least five 5 in the field of
progressively responsible professional experience in child protection,
humanitarian affairs, human rights and related fields.
Experience working with communities, families, parents, youth, adolescents,
and children, including child survivors of GBV and unaccompanied and separated
children in humanitarian contexts
Work style: Is well planned and organized even within a fluid working
environment and has a capacity for initiative and decision making with
competent analytical and problem-solving skills.
Knowledge of Plan International Uganda policies and procedures, Sphere
Standards, Red Cross/ NGO code of conduct, and Minimum Standards for Child
Protection in Humanitarian Action.
Requires general finance, administration, information management and
telecommunication skills and proficiency in information technology/ computer
skills.
Integrity: Works with trustworthiness and integrity and has a clear
commitment to Plan International Uganda’s core values and humanitarian
principles.
Resilience/Adaptability and flexibility: Ability to operate effectively
under extreme circumstances including stress, high security risks and harsh
living conditions. Works and lives with a flexible, adaptable and resilient
manner.
Awareness and sensitivity of self and others: Demonstrates awareness and
sensitivity to gender and diversity. Have experience and the ability to live
and work in diverse cultural contexts in a culturally appropriate manner. Has
a capacity to make accurate self – assessment particularly in high stress and
high security contexts.
Ability to work independently and as a team player who demonstrates
leadership and is able to supervise and capacity-build local staff and also
able to work with disaster affected communities in a sensitive and
participatory manner.
Communication skills: Well developed written and oral communication skills.
Able to communicate clearly and sensitively with internal and external
stakeholders as a representative of Plan International Uganda. This includes
effective negotiation and representation skills.
Proven computer skills and knowledge of Microsoft software including MS
Word processing, Power point presentation, Excel spread sheets, e-mail and web
based research
Excellent oral and written communication skills in English
Knowledge on gender transformative programing
Knowledge of Gender related policies and strategies
Excellent interpersonal, analytical and communication verbal and written
skills.
Knowledge in implementation of rights based programming including
principles of gender equality
Demonstrated skills and experience in report writing and budget management
Demonstrated problem solving, analytical, and evaluative skills.
Demonstrated ability to meet deadlines and work cooperatively with partners
Ability to work with people from diverse cultures, ability to lead and
motivate people to work in teams.
Ability to develop synergies and integration of different project.
Cultural sensitivity and working with diverse teams.
Knowledge & Experience
At least 7 years’ experience in managing Child protection in Emergency
programs preferably with an International Non-Governmental Organization
Experience managing large, complex donor projects, such as USAID-funded
contracts, ECHO, SIDA, MFA, EU Grants, NORAD etc. at senior technical
management level
Proven success collaborating with diverse stakeholders including local
governments, community leaders, donor officials, NGOs, and UN agencies in
emergencies.
Demonstrated leadership, versatility, and integrity
Excellent communication, presentation, and writing skills in English
Desirable
Training in Humanitarian Accountability Program, SPHERE, Child Protection
in Emergencies and PHSEA.
Familiarity with Refugee Laws, policies and Coordination mechanism in
Uganda
Knowledge of local languages used in West Nile
