About Project:
NOT MY CRISIS, BUT MY BODY & MY LIFE project aims to improve protection,
reproductive health and knowledge and resilience of vulnerable boys and girls
in South Sudanese Refugee settlements through the provision of Child
Protection and Sexual and Reproductive Health SRH services and Cash Voucher
Assistance CVA. It is a 24 months emergency response project funded by
German Federal Foreign Office GFFO to be implemented in Adjumani Refugee
settlements West Nile, covering Maaji 1-3, Boroli, Pagirinya, Ayilo 1-2,
Nymanzi and four host communities where these settlements are located.

Job Summary The Project Officer ASRH-Livelihood is directly responsible
day to day planning and implementation of the Adolescent Sexual Reproductive
Health and Livelihood component of this project. He/She is accountable to the
Project Manager GFFO - NOT MY CRISIS Project, who is responsible for the
delivery of the overall project results in line with project proposal, PIU
West Nile emergency response strategy and GFFO requirements.

Key Duties and Responsibilities
He/she is responsible for the delivery of the Adolescent Sexual
Reproductive Health ASRH and Livelihood component of this project.
He/she supports the project manager in strengthening equitable access to
and utilization of integrated quality health services for refugees and host
communities across all the phases of displacement.
He/she support the Project Manager in providing emergency livelihood
support to complement basic household needs of adolescent girls and boys
affected by crisis targeted by the project
He/she support the Project Manager in strengthening household livelihood
response strategies for household self-reliance
Working in Close consultation and with supervision from the Project
Manager, the Project Officer performs the following roles to implement ASRH-
Livelihood component of this project:
Provide technical guidance and specialized ASRH expertise for
implementation the child protection activities under this project.
Support in developing and implementing weekly, monthly, quarterly and
annual project work plans, project activities and budgets.
Prepare and submit to project manager, high quality activity, weekly,
quarterly and annual narrative reports for all completed activities.
Coordinate effectively with other project Officer Child Protection and
other staffs to leverage efforts, build synergy, team work and deliver high
quality project results
Support tracking, monitoring, evaluation, documentation and reporting of
project outputs, outcomes, impact or results and changes in close
collaboration with Project Manager.
Support effective project budget utilization, management and monitoring for
activities directly implemented by Plan staff and partners.
Support timely accountability for funds used to implement project in line
with Plan international accounting policies and procedures and donor
requirements.
Assist in effective management of project resources including procurements
in accordance with Plan International Uganda policies and guidelines and in
accordance with grant conditions.
Support with representation in SRHR and Livelihood sector working group
meeting meetings with UNHCR other stakeholders at settlement and district
level in close consultation with the Project manager.
Assist with project risk management in the implementation of the project to
minimise their occurrence and possible effects on the project in line with
Plan International Risk Management policy and project risk mitigation measures
Ensure compliance with Plan International’s Safeguarding Children and Young
People Policy and guidelines in all project activities
Mobilize target community members, children, families and key stakeholders
at settlement level and host communities, sub county and district level to
participate in GFFO project activities
Support GFFO Project Manager and Emergency Response Manager in developing
Concept papers/ proposals for funding opportunities.
Performs additional duties as per the request of the Project Manager and
Emergency Response Manager.



Qualifications, Skills and Experience
The applicant for the Plan International Project Officer ASRHR &
Livelihood-GFFO job must hold a Bachelor’s or Master’s degree in Public
Health, Health Science Social Work, Development Studies, Social Sciences or
any relevant field with wide demonstrated relevant experience in implementing
ASRH and livelihood projects.
Demonstrated skills and experience in promoting adolescent/youth
programming
Experience and skills in the use of participatory approaches and rights-
based programming.
At least 3 years professional experience in ASRH, youth economic
empowerment, SRHR, life skills and adolescent programming in humanitarian
context.
Excellent communication, organizational and interpersonal skills.
Demonstrated experience in networking with other development partners in
the field.
Good oral and written communication in English and local language where
assigned
Good knowledge of ICT.
