About USAID RHITES-EC Project
MJAP is implementing a sub-award grant from the USAID's Regional Health
Integration to Enhance Services in East-Central Uganda RHITES-EC, for
accelerating HIV/AIDS Epidemic Control among key and priority populations in
three districts Jinja, Iganga and Mayuge in the East Central Region; with
funding from the President's Emergency Plan for AIDS Relief PEPFAR.
Job Summary ⇒ The District Key Population/Priority Population Officer will
be responsible for supporting and strengthening the district, health
facilities and community systems for sustainable uptake of responsive HIV/AIDS
services for Key and Priority Populations in the supported district.
Key Duties and Responsibilities ⇒
⇗ Develop activity plans with evidence-based approaches to reach KPs and PPs
with HIV prevention interventions and linkage to Care and Treatment.
⇗ Collaborate with the District and health facility KP focal persons as well
as RHITES-EC to coordinate the planning, implementation and monitoring of
services for KPs and PPs in the district
⇗ Mentor and provide technical assistance to healthcare providers, KP/PP
peers and/or KP/PP community networks on the delivery of layered service
packages to KPs and PPs.
⇗ Support training of healthcare providers, KP and PP peers on provision of
KP/PP services
⇗ Support health facilities and communities to provide targeted, safe and
high quality HIV testing services including index client testing services
assisted partner notification, testing of biological children and social
network strategy testing to KPs and PPs
⇗ Support health facilities to timely link newly identified HIV positive KPs,
PPs and their children to Care and Treatment.
⇗ Work with healthcare providers, KP and PP peers to initiate PrEP and ART
among eligible clients.
⇗ Work with healthcare providers, KP and PP peers to provide adherence
counselling to KPs and PPs on PrEP or ART.
⇗ Work with healthcare providers, KP and PP peers to follow up on KPs and PPs
who miss appointment through generating daily missed appointment lists to
ensure retention of KPs and PPs in care.
⇗ Prepare and share timely periodic performance progress reports on HIV
prevention, care and treatment interventions for KPs and PPs.
⇗ Support routine data capture for KP/PP services and ensure update of the KP
tracker.
⇗ Guide client education and facility sensitization efforts to continuously
build knowledge among key and priority populations attending health
facilities.
⇗ Support in compilation and submission of accurate and timely facility
health management information system HMIS reports and programmatic reports
in line with the project objectives.
⇗ Ensure timely submission of activity reports and timesheets of healthcare
providers and KP/PP peers
⇗ Support effective forecast, timely ordering, reporting and accounting for
the logistics/commodities required for KP/PP services
⇗ Participate in identification, implementation and documentation of
continuous quality improvement activities for the KP/PP programs
⇗ Establish and strengthen effective collaborations and partnerships with the
district leadership, healthcare providers and KP/PP communities to ensure a
coordinated and harmonized HIV response.
Qualifications, Skills and Experience ⇒
⇗ The ideal candidate must hold a Bachelor's Degree in Social sciences or
Nursing OR a Diploma in Clinical Medicine or Community Health from a
recognized Institution
⇗ A minimum of 2 years' experience in integrating health service delivery
into community structures.
⇗ Two years of experience of providing HIV Prevention, Care and Treatment
with one year supporting KP/PP services in a USAID and/or other donor funded
projects.
⇗ 2 years' professional experience working effectively with MOH, District and
Community Health structures in HIV Prevention.
⇗ Experience of building capacity of health workers at individual and
organizational level
⇗ Be registered with the Nurses Council or Allied Health Professionals'
Council
⇗ Possess a valid medical practicing license

⇗ Planning, monitoring and evaluation of HIV care and prevention programs
⇗ Strong interpersonal and leadership skills
⇗ Demonstrable excellent writing, organizational, coordination and
communication skills
⇗ Proven ability to set priorities, multi-task, and work collaboratively as
well as independently
⇗ Excellent written, verbal communication and interpersonal skills is a must
⇗ Ability to engage professionally and respectively with partners, Health
care providers and the Community
⇗ Ability to communicate in a local language of the supported districts will
be added advantage
