operations in West Nile and South western Uganda. We provide Comprehensive
Primary Health Care, Reproductive Health, HIV/AIDS and Nutrition.
Job Summary The Procurement Manager will be responsible for managing,
defining, and implementing countrywide procurement strategies in the areas of
procurement, and 3rd party procurement in accordance with MTI and donor
policies and regulations. Duties include initiating, planning, scheduling,
reporting, monitoring, and quality assurance of all procurement and contract
activities. Plus collaboration with the other departments within MTI Human
Resources, Finance, and Logistics department
Key Duties and Responsibilities
Manages the day-to-day operations of the procurement department in Kampala
and supports the Procurement Logisticians in the field on regular basis.
Demonstrates strong leadership and managerial competencies, including
integrity, accountability, communication skills, and commitment to teamwork
and excellence in responsibilities such as selecting, mentoring, coaching,
supervising, motivating, and training procurement staff.
Sets work objectives, directs, supervises, and reviews staff and staff
assignments.
Provides high-level technical/administrative guidance on work requirements
and methods.
Manages and reviews documents for the procurement of all supplies,
equipment, and services and ensures compliance with the Procurement Policy and
Procedures Manual
Assures suppliers deliver materials and services in accordance with
standards of price, time, quantity and quality agreed upon.
Assures all invoices are audited for compliance with contract terms and
supervises contract closeout.
Responsible for ensuring records are maintained and procurements are
documented from origination through completion
Maintains a complete record of contracts for goods and services.
Monitor performance against targets and deliverables for all contracts,
including the performance of sub-contracting partner
Ensures all vendors have a performance evaluation completed on an annual
basis and the vendor database is updated regularly
Makes recommendations on policies and procedures as needed to ensure the
success and compliance of all procurement-related activities.
Coordinates routinely with other departments to assure effective and timely
coordination and teamwork in procuring goods and services.
Provides procurement research, guidance, and direction by presenting
available procurement options.
Conducts evaluations of a procurement staff for review and approval.
Coaches, trains, counsels and advises staff; takes corrective action as
needed.
Exhibits a strong sense of urgency to maintain high personal performance
while making decisions and allocating resources in a cost-efficient manner.
Other duties as assigned

Qualifications, Skills and Experience
The ideal candidate must hold a Bachelor’s Degree in Procurement &
Logistics, Supply Chain Management, Business Administration, Public
Administration or related field is required; Master’s Degree is preferred
Five years of progressive experience in operational management is required
and managing contracts and subcontracts is an added advantage
Experience with the donor UN, USAID, etc. asset and procurement specific
procedures is an added advantage
Knowledge and understanding of procurement for NGO’s and other non for
profit organizations
Knowledge of working with deadlines, following and implementing processes
and procedures, managing expectations of stakeholders, working with databases,
etc. In-depth knowledge of ERP systems or other software systems used in
operational environments
Multi-tasker
Communicator
Team player
Highly skilled at using the ERP systems
Highly skilled in managing a team
Skilled at using Microsoft Word, Excel, and Outlook
Good command of both written and spoken English
Ability to work independently, be a self-starter, and energetically
approach tasks assigned.
Ability to demonstrate good common sense and sound judgment.
Flexibility to adapt to all situations and work varied hours; possibly work
weekends or evenings.
Ability to act with integrity and ensure the appropriate use of assets
Proactive with a keen desire to improve systems
Keen interest to mentor others
Highly organized with good quantitative ability
Ability to multi-task, prioritize and work efficiently.
Ability to maintain detailed records with high accuracy
