vulnerable children. Since its inception in 1991, SOS CV Uganda has reached
over 60,000 children, youths and adults directly and indirectly to become
empowered and self-reliant to contribute significantly to the needs of their
families and communities. Works in partnership with a number of donors,
institutional and corporate agencies including; Norwegian Agency for
Development Cooperation NORAD, Austrian Development Agency ADA, Grieg
Foundation, ERIKS Development Partner, USAID/Bantwana World Education,
European Union, AVIS Foundation, Brand Charity, USAID/Uganda Private Health
Support Program UPHSP, Terre des Hommes TDH, Stanbic Bank Uganda, DHL – Go
Teach, Madhvani Group of Companies.
Job Summary The National Family Strengthening Programme Coordinator is
primarily responsible for supporting the implementation of the Family
Strengthening Programme FSP within the National Association. S/He works in
partnership with the Programme Director PD to supervise the work of the FSP
Coordinators who are responsible for the management of FSPs across all SOS
Children’s Village locations.

Key Duties and Responsibilities
Overall coordination of the programme strategy, coordinating Programme plan
formulation and implementation within the National Association, focus on child
and Family development, monitoring and evaluation of programme activities,
monitor the efficient use of Organisation resources, support to Child Care and
advocacy programmes, actively involved in the recruitment of FS programme
staff. The National FSP Coordinator is also responsible for coordinating
baseline studies regarding planned programmes; writing reports on FSP, and
meeting related information / feedback demands. This position must work
closely with the National Program Development Advisor, advising him on key
matters of the FSP and in relation to community development issues that affect
our NA. S/he will also support the development of funding and partnership
proposals.
Overall Coordination of the Family Strengthening Programme Strategy
Lead the implementation of SOS Children’s Village Programme strategy
through;
Policy formulation and dissemination
Ensuring that policies, procedures and guidelines are adhered to, to the
best interest of the child
Support the FSP in development and Initiation of relevant capacity building
strategies for the families in the target group
Knowledge sharing of policies , new ideas and positions from IO/RO
Coordinates Programme Plan formulation and Implementation within the
National Association
Spearheads and supports the planning, establishment and monitoring of new
family strengthening programmes in SOS Children’s Village locations in line
with the FSP policy guidelines.
Leads the overall planning and formulation of proprieties for strategic
action in FSP work within the NA and support FS coordinators in drawing up the
plans and budgets.
Participates in national and regional FSP processes e.g. feedback sessions,
meetings and meeting programme requirements geared towards the work of the
organisation.
Keeps the National Director well informed regarding FSP strategic direction
within the National Association through regular meetings and reporting
quarterly, annual etc., as well as through consultations with him to ensure
consistency in the programmes.
Child and Family Development
Monitors the Programme to ensure that the right procedures and policies are
followed in admitting beneficiaries into the program.
Ensures that the Family Development plans are adhered to and are a guiding
tool to the self-sufficiency of the families
Supports the implementation of the education strategies and direction in
SOS Children Village Programme by
Participating in regular evaluation of SOS educational programmes
Maintaining strong support for national actions and processes to built the
capacity of Communities and duty bearers to assure relevant and inclusive
education
Monitors the Efficient Use of the Organisation’s Resources
Works in close cooperation with the Programme Directors to ensure that all
funds and other resources are properly managed, controlled and utilised
principally for promoting programme objectives.
Ensures that the usage of resources is in accordance to the approved
project and budget frames. Any ‘out of budget’ expenditures must be consulted
with and approved by the National Director.
In liaison with the financial Controller acts to see that the key
priorities of the FS programme are funded and approved by the National
Director
Supports Child Care and advocacy programme within the National Association
Promotes Strong links with like-minded organisations and Networks, as well
as those which provide services that complement our services, contribute
towards SOS progress and building strategic alliance and participation towards
public campaigns.
Guides locations in partnership development with community initiatives,
local authorities and Non-government Organisation
Leads in identifying resources financial, human, training etc. from the
community, government departments, development cooperation and funding
agencies. In this regard, she encourages programme coordinators in networking
with NGOs working in their locations.
Seeks opportunities for / organises official visits to the programme
locations in conjunction with the programme coordinators, and handles public
and other inquiries with regard to FSP.
Conduct Ongoing Monitoring & Evaluation of the Programme activities
Review, disseminate and monitor utilisation of the FS manual across all
locations and KIPs
Develops and implements effective monitoring and evaluation tools and
mechanisms in consultation with the Monitoring and Evaluation Learning
Manager, programme coordinators and other stakeholders, to ensure that the
family strengthening programmes provide quality services, and target the
development needs of the most vulnerable children within the communities.
Maintains good records of programme statistics on beneficiaries, services
provided etc in the Programme Data Base., and documentation on good practices,
useful in knowledge-sharing.
Guides programme staff in conductin regular reviews, provides feedback and
make a follow-up on the utilisation of the findings.
Coordinates external evaluations of the FS programme at the various
location to ensure that the minimum expected standards by International and
Regional Offices are met
Supports Staff Recruitment and Training
Articulates manpower planning needs for FSP programmes, making proposals
for needed staff positions and plans in consultation with the Human Resource
Coordinator and Programme Coordinators.
In conjunction with the Programme Director, conducts regular staff
performance review of the FSP Coordinators as shall be determined
Supports the recruitment of new staff in close collaboration with the Human
Resource Coordinator, by screening applications, preparing for interview
requirements etc.

Qualifications, Skills and Experience
The applicant must hold a Bachelor’s Degree in community Development
related studies such as social work, development studies, public
administration, or Social Sciences.
At least six years of relevant work experience in implementing social
programmes and community development out of which 3 years at a supervisory
level.
Broad knowledge and understanding of social / community development issues,
such as education, health, HIV/AIDS and gender.
Experience in project management, planning, monitoring and evaluation.
Experience working with target group, i.e. vulnerable children, families
and communities.
Must be highly organised, efficient, able to work independently, use
initiative and meet deadlines.
Excellent command of the English language and good communication skills are
required.
Skills in proposal writing will be of great advantage.
Report writing skills.
Good knowledge and understanding of children’s rights and rights-based
approaches in the development of programmes.
Understanding of human resource development.
Experience in budget development and knowledge in financial management
Ability to work under high pressure.
Positive and professional approach highly organised, results oriented,
using initiative and keeping commitments
Computer literacy.
Experience in community mobilization
Fluency in local languages will be an added advantage.
