Monitoring Evaluation Accountability and Learning Manager \- Job Advert

About the Role
GOAL Uganda is currently seeking to hire a Monitoring, Evaluation,
Accountability and Learning MEAL Manager to join our Uganda team. The
position will be based in Kalongo, Agago. This is an exciting opportunity for
you to join an extremely dynamic International NGO and to use your skills in
monitoring, evaluation, and learning. You will be familiar with working within
the international development sector, are passionate about high quality
monitoring, evaluation, and learning, and have an interest in sharing
learnings with wide audiences. You will have experience with qualitative and
quantitative methods of data collection and analysis including knowledge of
analysis software like PowerBi, STATA, SPSS, or ATLAS.ti, conducting barriers
analysis and will have a strong background in Health/Nutrition and
Livelihoods.

Qualifications, Skills and Experience
To be successful in this role, you will need
Degree in Statistics, Development Economics, social sciences, or a related
field
4 years \+ work experience and at least 2 years of demonstrated experience
in managing the MEAL component of a donor - funded project and Experimental
Research projects
Strong communication, presentation, and training skills in both spoken and
written English
Strong analytical skills and ability to summarize large sets of data and
technical information into concise and tailored reports for various target
groups
Experience in conducting barrier analyses or other qualitative contextual
analysis and research approaches
Excellent ability in use of Word, Excel, PowerPoint, Outlook, and aptitude
to learn to use new software
High proficiency in MIS tools and databases such as CommCare, and PowerBi
High proficiency of analytical tools such as STATA, SPSS, and EXCEL


Key Duties and Responsibilities The key responsibilities of the role will
be
Support the implementation of the GOAL MEAL strategy
Participate in the design and implementation of GOAL Uganda's MEAL Strategy
and related tools that integrates various MEAL requirements for projects,
Programmes, country-level indicators and global GOAL indicators.
Lead the development of project MEAL plans and update results frameworks,
indicators and data collection plans for projects and Programmes.
Manage assigned MEAL Officers to meet the overall objectives within
projects, Programmes and the Annual Country Plan.
Develop and update monthly and annual work plans for the MEAL team.
Prepare monthly reports for the DPD-MEAL on implementation and progress of
the MEAL teamwork plan.
Conduct regular Training needs assessments for staff and determine MEAL
training needs and tools to support staff.
Work with DPD-MEAL to develop training materials and conduct trainings for
staff on identified areas, including results-based management, and creating
effective monitoring indicators, plans, processes, and systems to improve
performance monitoring.
Data collection, analysis, and reporting
Lead the design of data collection tools, and regularly monitor and
facilitate feedback and review with Programme teams.
Conduct data quality assessments and other data quality assurance measures
to ensure data collected is accurate and reliable.
Generate regular reports drawing from the database and monitoring tools,
ensuring reports/information are available to Programme staff as required.
Closely monitor and report on the results and progress made with regard to
projects and Programme implementation and provide feedback to DPD-MEAL and
Programme/Project Managers.
Conduct regular field visits to ensure all elements of the MEAL system are
being utilized effectively, assessing, and identifying breakdowns and areas
that require clarifications and improvements.
Contribute to monthly reports and other ad hoc reports to meet donor and
internal requirements.
Management Information System
Build the capacity of MEAL Officers to proficiently use CommCare and other
MIS tools.
Work with MIS focal persons to ensure there is proper filling of MEAL
documents and indicator results and monitoring project information is
developed and maintained.
Work with MIS focal persons to ensure database and monitoring information
is regularly reviewed, cleaned, updated, and shared, and that data is stored
in accordance with GOAL's global policies, data protection and compliance
measures.
Internal and external communications and learning
Champion and support the implementation of GOAL's Communications Plan for
both internal and external stakeholders.
Work with L&C focal person and Programme staff to ensure the regular
development and dissemination of high- quality communication and learning
materials such as learning briefs, case studies, success/challenge stories,
photo journals and videos for the projects supervised.
Work with L&C focal person and Programme teams to ensure data analysis and
reports are integrated into programmatic decision-making to improve the impact
of the Programme and enable adaptive management.
Ensure compliance with GOAL Global communications and branding protocols
and standards at field level.

General description of the country programme
First operational in Uganda in 1979, the current GOAL Uganda country programme
focuses on Health including WASH, Health Accountability and Nutrition
programming; and a market based systems approach to improving agricultural
livelihoods and WASH. GOAL Uganda mainstreams gender, child protection, social
behaviour change and resilience strategies across all programming. GOAL works
on a district focused approach and uses a mixture of direct implementation and
partnerships with national and international civil society organizations,
local government, the private sector and communities to give effect to our
mission.
GOAL Uganda has a skilled team of approximately 100 personnel and manages an
annual operating budget of approximately €8.7 million 2018. GOAL is
currently operational in the North, South, East and West of Uganda with six
established offices in Kampala, Lira, Bugiri, Abim, Kaabong and Agago
Districts. GOAL Uganda country programme is funded by a number of donors who
include Mastercard, charity water, Irish Aid and some small foundations.
