Dwelling Places DP is a registered Christian Non Governmental Organization
which specialises in the rescue, rehabilitation, reconciliation, resettlement
and follow-up of children living on the streets. The overall objective of DP
is to have a society where every child has a chest to rest their head on and a
place to call home.
Job Summary The Community Liaison Officer will take lead in
implementation of the community activities for the Karamoja Program. S/he will
support the establishment and maintenance of functional facility community
linkages with the aim of improving identification, linkage and sustainable
reintegration of the beneficiaries through community-based initiatives.
Key Duties and Responsibilities
Map, assess and build capacity of community beneficiaries to implement
community based messaging, prevention and promotion, follow-up and establish
functional community- facility linkage to enhance referral and follow-up
Support documentation of beneficiaries using the family tracking tool and
client locator forms.
Follow up children and families through phone calls or home visits for
linkage, initiation and retention.
Work with the community leaders and teams to find vulnerable children in
the community who are victims of CSEC.
Collaborate with established Community Based Organisations and networks to
identify, link and retain children and families for sustainable reintegration
Mobilize and support regular community-based meetings of special
beneficiary categories such the differently abled children to attend and
participate in all activities
Orient council members from sub-counties Matanyi, Lokopo, Lopeei, Iriiri
and Lorengechora in Napak district on child trafficking, CSEC and support
them to put in place/ strengthen CT & CSEC prevention measures that are
culturally acceptable to the communities.
Empower targeted communities and Support them to participate in the
Commemoration of three national and international days at district and
national levels DAC, Day Against Anti-Trafficking, IDSC, Women's day, Day of
Girl-child.
Development of a community-based referral chart to guide community members
who may wish to seek for information or report cases of CSEC
Participate in the Popularization and implementation of the Napak district
Ordinance and local by-laws.
Mobilize, Train/ coach/ dialogue with parents and caregivers from the sub
counties on child rights and child protection, positive parenting skills, CSEC
risk identification, their responsibility in monitoring children both at home
and away from home, how to respond, report, refer & follow up on CSEC cases,
negative social practices that devalue children’s access to education, and the
dangers and risks of CSEC.
Conduct community case conferences in specified villages with local
stakeholders to discuss cases and hold duty bearers accountable for action
incorporate survivor's voices specific to the cases
Participate in the Identification and training of child protection
champions groups who will be responsible for lobby and awareness creation at
the community level on the child protection ordinance and the developed bi-
laws
Engage Religious and cultural leaders to create awareness on CSEC and child
trafficking, existing laws and reporting frameworks
Conduct community dialogues in the sub counties aimed at addressing
negative social norms that promote CSEC
Participate in the Mobilization for and holding Journey of Hope Walk to
share information on prevention programs and their positive results
Participate in Planning and budgeting for the integrated children’s
families in Karamoja.
Coordinate with all agencies implementing projects in the target
communities and get updated information on their plans and ongoing projects
Conduct all the community skills development meetings planned in the
project.
Advocate for improvement of living standards in Napak communities and the
surrounding region
Participate in advocacy for the rights of children through specific
campaigns, partnership and working with Civil society organizations to protect
the rights and best interests of children specifically children vulnerable to
trafficking and unsafe migration
Prepare timely activity based, weekly, monthly, quarterly, and annual
narrative reports and submit to the supervisor
Any other roles as may be delegated by the supervisor and line Director

Qualifications, Skills and Experience
The applicant must hold a degree in one of the following fields; Social
Work and Social Administration or Community Psychology or Developmental
Studies
At least three years of work experience working with vulnerable children in
a social development position managing child welfare, protection and
counselling, case management and having experience in handling challenges
associated with the children in vulnerable and violent circumstances.
Knowledge of both national and International laws relating to children.
Experience in community-based interventions and activities and related
support services is an added advantage.
Understands community dynamism and engagement.
Good advocacy for prevention and promotion of ending child trafficking and
CSEC
Excellent inter-personal, communication, organization and management skills
Conversant on all matters of child protection, confidentiality and have a
good track record on respecting and protecting the rights of children.
Good standards of ICT skills, report writing and documentation
Proficiency in English, Ngakarimojong and Swahili
Ability to work in a multi-disciplinary team with frequent travel to the
field.
Preferably possession of a valid driving permit and being an accomplished
experienced driver with physical ability to drive regularly across the various
terrain of Uganda will be an added advantage
