Job Summary The Partnerships and Grants Manager will oversee the
effective grant management and compliance process of Saferworld's Uganda
grants, working closely with project teams, ensuring strong systems for
project management are in place. S/he will play a key role in overseeing the
grant management and compliance of a significant new programme being co-
delivered with TPO Uganda; with the aim of addressing main conflict drivers,
which include but not limited to; competition over natural resources; the mass
influx of refugees; inadequate transitional justice processes; and flawed
electoral processes, leading to a more peaceful, secure and resilient
communities in Uganda.

Key Duties and Responsibilities
Lead on ensuring effective grant management of Saferworld's grants in
Uganda
Ensure systems, processes and workflows for grant management and compliance
are in place - including developing or updating them when required.
Manage the reporting process on a portfolio of grants relating to the
Uganda programme \- including working with the project and finance teams to
produce and write timely and accurate narrative and financial reports.
Ensure relevant project documentation is stored and updated systematically,
enabling everyone to have access to the right information regarding the
grants.
Manage the process of the grant set up and closure, working with teams in
Uganda and in London to ensure relevant staff know about their roles and
responsibilities in relation to compliance, as well as deadlines.
Coordinate monthly grant management meetings with finance and project
staff, to ensure that finances are reconciled, communication around the grant
progress is up to date, and follow up actions are recorded and acted upon -
including informing relevant staff or the donor about changes.
Work with Saferworld staff and partners to ensure programme compliance and
quality, in a way that reflects the principles of power-sharing and
accompaniment
Provide support to Project Managers in developing activity and spending
plans with programme team and partners, and reviewing budgets according to
donor rules.
Work closely with the MEL Adviser and Programme Support and Learning team
to ensure that MEL information required for reports is shared and information
needed is recorded and collected, including for evaluations.
Work closely with the programme staff to develop working relationships with
Saferworld's partners through regular communications and coordination,
including in signing Memorandums of Understanding, adherence to partnership
agreements and processes, financial receipts and expenditure reports,
developing and managing systems to track partner's spend against income in
relation to the project, contract compliance, and donor financial and
narrative reports - including IATI where needed.
Support the implementation and integration of safeguarding and other
priority Saferworld policies with Uganda programme staff and partners.
Lead on ensuring donor compliance and reporting and strategic engagement
in Uganda
Manage and maintain good donor communications for existing and new grants
through effective grant management and donor stewardship, including
coordinating responses on contracts and ensuring contractual compliance.
In coordination with Uganda and London teams, ensure submission to donors
of timely financial reports, payment requests and updated budget forecasts and
amendments for approval.
Work with regional and HQ finance teams to ensure project audits meet donor
regulations and deadlines.
Work with Uganda and funding colleagues to nurture and develop donor
relationships.
Represent Saferworld and facilitate engagement with external funders to
advocate for change and promote support for Saferworld's work.
Together with funding and programme development staff, identify and support
the development and implementation of a funding strategy and support programme
development and funding proposals.


Qualifications, Skills and Experience:
Proven experience of project and budget management e.g. project planning,
grant management, compiling and monitoring budgets, monitoring and evaluation,
narrative and financial reporting, preferably in an NGO or INGO setting.
Experience in developing and maintaining systematic and transparent records
in order to keep track of projects and for accountability and auditing.
Experience of donor compliance and managing institutional donor funding
e.g. from the EC, UK or Sweden would be an advantage.
Experience of effective and values-based partnership work between
international and local organisations and communities.
Experience in areas such as peacebuilding and conflict prevention is an
asset.
Experience in organisational learning or organisational development,
including support partners' in organisational development is an asset.
Experience of using Sun systems - for financial management and reporting
would be an advantage
Experience of being involved in auditing process is desirable
Excellent written and oral communications skills in English
Excellent writing skills, including report writing
Strong interpersonal skills and ability to communicate with people from all
walks of life
Ability to explain complex ideas in easily accessible ways tailored to
different audiences
Strong planning skills
A self-starter who is willing to take the initiative and drive things
forward with minimal oversight
Personable and committed to working as a team - ability to take a
cooperative and problem-solving approach
Ability to develop and maintain positive relationships with a wide range of
stakeholders, including civil society organisations, government bodies and
officials, and international donors
Commitment to and compliance with Saferworld's safeguarding principles
Commitment to respect and value equality and diversity, and understanding
of how this applies to own area of work
Commitment to own continuing personal and professional development
Commitment to the vision, mission and values of Saferworld
Ability to travel frequently to northern Uganda, Karamoja, West Nile,
Western Uganda and other areas as may be required.
Potential occasional travel in the region and internationally
