Job Summary  Restless Development Uganda is seeking to recruit one talented individual to coordinate all activities relating to our project “Countering Corruption through Increased Youth-led Budget Advocacy’’.  The programme is being implemented with support from Ford Foundation across 4 districts of Eastern Uganda Buyende,Kaliro, Bugweri and Bugiri, national level and in the East African countries of Kenya and Tanzania. The programme objective focuses on strengthening youth-led budget monitoring and advocacy for transparent governance in Uganda and Eastern Africa.
 
Specifically, the project will promote a youth led approach to building the capacity of young people in budget literacy, take lead on budget monitoring in their communities to inform their budget advocacy efforts at local, national and East African levels. It will also strengthen the voice, leadership and civic participation of diverse young people in budgeting processes, so that there is increased transparency in public spending, reduced corruption and more responsiveness of public delivery systems towards the needs of Ugandan and East African citizens.
 
Supported by the Programmes Manager-Voice, the Programme Coordinator will oversee the successful delivery of this initiative at the local government, national level and at the East African levels Uganda, Kenya and Tanzania and working closely with Young Accountability advocates, and Civil Society.
 
Key Duties and Responsibilities 
Programme Preparation and delivery 50%
Supported by the Programmes Manager and working with the programme officers,
Take responsibility for effective preparation, implementation, management and monitoring of the Countering Corruption through Increased Youth-led Budget Advocacy project.
Take lead role in sensitization of key actors on the programme and on pre- and post budget advocacy with the aim of ensuring that priorities of young people are considered by the respective governments during the planning and budgeting processes
Take lead role in the selection and mapping of young Accountability advocates, youth-led and youth serving CSOs and other relevant stakeholders at local, national and East African level in the implementation of the project.
Support the training of young Accountability Advocates and the selected CSOs on Budget Literacy, budget analysis and monitoring and strengthen their ability to monitor compliance by government at the local national and East African level.
Support the development of training and other relevant materials drawing on best practices.
Work with Young Accountability Advocates to support young advocates to conduct quarterly budget monitoring visits at district level and generate reports to inform their advocacy efforts.
Facilitate young advocates’ participation in local accountability platforms like the District Youth Working Group meetings, and District Integrity Promotion Forum DIPF meetings and Community Barazas to present findings from budget monitoring visits and advocate for action
Compile and share budget monitoring reports from the young advocates with stakeholders at local and national level to inform budget advocacy at the national level.
Support young Advocates to participate in National level budget advocacy and media spaces to advocate for youth priorities.
Support young Accountability Advocates on their advocacy work by facilitating spaces for their engagement with local government officials and at the national level.
Oversee all M&E processes of the programme, including ensuring timely programme reports.
Partnership Development Management 15%
Collaborate with existing regional youth platforms at the East African level, to highlight young people’s priorities in East African countries’ budgets.
In partnership with partner organizations, conduct a youth-led analysis of the annual budgets of Kenya, Uganda and Tanzania and publish the findings in major newspapers and media platforms.
Hold sessions with young leaders and other stakeholders on the importance of youth participation in budgeting processes.
Host cross-learning events amongst youth from within the region on budget advocacy through webinars and trainings.
Identify key youth-led and youth-serving organizations working on budget advocacy to join the East Africa Debt Network, in order to increase the voice and representation of young people in this space.
Build and maintain effective partnerships with all key stakeholders.
Develop quarterly, annual programme narrative reports and review quarterly and annual financial reports, as well as lead on internal programme reports concerning the project..
Plan and coordinate quarterly engagement meetings with district government officials and lead on following up commitments and actions from engagements with different stakeholders.
Lead on partnership events and activities to raise the profile of the programme.
Work with the Young Accountability Advocates to coordinate quarterly district youth working group or District Integrity Promotion Forum DIPF meetings focused on budget and service delivery advocacy.
Develop communication materials about the programme in collaboration with the Restless Development communications team
Support the development of donor expenditure reports
People Management and Development 15%
Ensure that the Young Accountability Advocates have clear performance objectives and development plans
Continually support and supervise the Young Accountability Advocates through line management, support visits and performance reviews.
Support young advocates in solving genuine challenges and communicate to the Programme Manager as necessary
Line manage and performance manage the Young Accountability Advocates
Financial Planning and Management 15%
Work closely with the Programme Manager and Finance unit to

Track the project budget and develop monthly and quarterly financial reports
Ensure that financial management is undertaken according to Restless Development policy and procedures
Lead on generation of regular updates and reports as required
Other duties as required 5%
Other duties as required. Occasionally working on weekends, late night in case of volunteer incidents and holidays for which time off in lieu can be taken.


Qualifications, Skills and Experience
Restless Development invites applications from candidates who are able to demonstrate the following skills, knowledge and experience
Essential
Graduate-level Degree in relevant field of study Advocacy, Social work, social sciences, development studies or equivalent work experience. Post graduate qualification is an added advantage.
Experience in Budget Advocacy
Experience in managing and reporting against programme budgets
Experience managing staff, including line and performance management
At least 3 years of experience managing similar programmes including significant experience in designing and delivery of youth-led research and youth-led advocacy programme
Demonstrated ability to identify, develop and manage local/national/regional partnerships
Ability to analyse problems and make sound operational decisions
Excellent organizational skills and methodological approach to programme management
Excellent budget management skills
Valid Riding Permit
 
Desired
Experience in writing policy briefs, budget framework papers and other materials for external audiences
Experience in M&E systems and research
Experience in lobby and advocacy programmes
Excellent interpersonal and communication skills written and verbal, fluency in written and spoken English essential and excellent IT skills
Experience working in a youthful, multicultural environment including welfare provision
Risk mitigation, response and management
