On behalf of our client, we are looking for a competent, skilled, and experienced Head of Projects to work in Kampala Uganda.
 
Job Summary  The Head of Projects is responsible for overseeing a team consisting of Senior to mid-level project managers, coordinators, and outsourced vendors/partners for the timely, on budget, on specification delivery of projects planned as per the organization. Primary responsibilities include managing budgets, project timelines including construction, staff, outsourced vendors, goals, and resources. The incumbent will liaise with stakeholders internally and externally to understand the project need, allocate resources, and develop budgets. Internally the Head of Projects will work closely with the Operations, Sales and Marketing, Supply Chain and Asset Management required per the project scope to oversee external contractors working on assigned projects.
 
Key Duties and Responsibilities 
Create and manage the agreed project budget capital budget and forecast capital spending for assigned projects, including hard costs for site development and related expenses.
Create and maintain project budgets and schedules from search ring release to tenant install-ready.
Provide responses to senior level customer inquiries and requests for proposal by providing a detailed scope of work and cost estimate.
Evaluate all Build-to-Suit “BTS”, collocation, grid, upgrades and other project opportunities and conduct market analysis to develop qualified strategic site candidates.
Conduct thorough financial analysis on all new opportunities using the Return on Investment “ROI” model. Interpret financial concepts and assumptions specific to each tower sites and communicate this analysis to management during the approval process.
Direct all deployment activities including site acquisition, leasing, due diligence, zoning, pre-construction services, internal pre-deployment meetings, client deployment meetings, tech teams and caravans.
Provide regular reporting and update on Project schedules, project risks and resource management to CEO that details project performance, staffing and new business opportunities.
Develop and maintain working knowledge of master license agreements “MLAs” and service contracts related to active projects.
Seek out business opportunities and develop and grow relationships with wireless customers in partnership with sales.
Responsible for setting long and short-term goals and objectives for direct reports, monitor progress, identifying staff training and development needs as well as managing the overall performance of the team.
Oversee the compilation of and conclude all project planning data, project schedule and as well as monitor the progress and report on agreed project milestones.
Develop and maintain expert knowledge of BTS and collocation agreements.
Communicate project status to customers on a regular basis through exchange of trackers and attendance at project meetings.
Manage billing of milestone and pass-through revenue associated with assigned projects.
Active involvement with recruiting and training of project staff and contract resources.
Review and approve project expense requests, purchase orders and vendor invoices.
Ensure compliance with the Company safety and regulatory requirements for all the Company personnel and 3rd party vendors.
Ensure all Health and safety compliance by projects team as well as venders.
Manage Conflict within the team, with venders and clients/ customers.
The employee shall comply with the provisions of health, safety, and environment legislation in Uganda, and shall also comply with the Company Uganda’s policies and procedures including occupational health and safety and wellness policies, and any modifications to any policy that may be introduced from time to time.
Supervisory Responsibilities
Supervise and manage the performance of direct reports as well as contractors and subcontractors.
Proactively identify and resolve personnel issues in conjunction with Human Resources.
Recruit, develop and retain staff, partnering with Sr. Management and Human Resources. This includes on-boarding and orientation for new hires.
Provide disciplined performance management for team.
Define and communicate annual goals, perform formal and informal performance reviews, and ensure changes and updates are communicated in a timely and professional manner.
Create strong collaborative team environment.


Qualifications, Skills and Experience
7+ years’ experience in either telecommunication infrastructure/ REIT/Telecommunications organization.
A recognized construction qualification
Proven experience as a senior member of the management team in managing a Projects team or department.
Experience in Project management, Contract Management, Budgeting, and financial Processes
Demonstrated expertise in managing wireless site development professionals through prior experience in network deployment projects, site acquisition or construction management responsibilities.
Persuasive and influential. Creative thinker prepared to challenge the status quo in a constructive manner.
Sound operational judgment.
Detail and deadline oriented.
Strong working knowledge of tower development regulations and industry practices.
Analytical, problem-solver who can quickly identify the key issues.
Ability to identify strong talent and build individual and management capability.
Excellent planning skills
Ability to effectively manage priorities for self and team to meet business requirements and deadlines in a dynamic and fast paced environment.
Excellent leadership skills
Ability to drive and motivate team to achieve results; Ability to influence and inspire action.
Ability to develop strong collaborative relationships.
Excellent written and verbal communication skills.
Ability to create forms, letters and fundamental spreadsheets using MS Word and Excel.
High level of Integrity
Able to multitask and meet deadlines, getting things right first time.
Ability to identify key contacts for follow up; excellent ability to communicate project status updates to team and cross-functionally to ensure understanding.
Excellent strategic and problem-solving skills to effectively influence decision making in key negotiations.
Demonstrated expertise in managing wireless site development professionals through prior experience in network deployment projects, site acquisition or construction management responsibilities.
Strong working knowledge of tower development regulations and industry practices.
