Job Summary This role has a country focus and ensures compliance to DRC procedures and guidelines within the country. The role contributes to the improvement of DRC HR’s internal procedures and guidelines. The role provides support and/or technical guidance to country operations while overseeing country activities. With a forecast on; Provide overall advice, coordination, and technical support to the Human Resources team,
 
Ensure efficient support to the field offices in accordance with existing DRC policies and procedures, Advise and support managers in Human Resources related issues and concerns
 
The position will work in close cooperation with the Regional HR and Administration Manager for East Africa and Great Lakes Region.
 
Key Duties and Responsibilities 
Advisory
Advice on Human Resources related issues and concerns.
Lead and manage the Human Resources team including people planning, performance, well-being and development.
Provide technical support, advice and capacity build the Human Resources team.
Advise and assist managers in Human Resources related issues and concerns
Recruitment
Drive and support recruitment and selection activities ensuring compliance with recruitment process.
Work with senior management team and senior staff on new staff retention strategies and initiatives.
Ensure proper onboarding process.
Ensure oversight and consistency in position titles and grades, across all field locations.
Staff Welfare
compensation, benefits and HR strategy
Handle employee grievances and disciplinary issues; Impartial mediation in disciplinary procedures;
Championing People well-being initiatives;
Manages compensation review and adjustments;
Update of Staff Human Resources Handbooks
Workman Compensation
Manage all accidents and liaison with Falck insurance on workman compensation
Performance Management System
Provision of performance counselling,
Performance appraisal submission follow-ups for all National staff;
Alerts all supervisors to set objectives with all new recruits and sends alerts when end of probation reviews is due;
Submission of the PMS tracker at the end of each Performance management phase i.e. Objective setting, Midyear review and End year review,
assessing training needs and developing a robust training Programme
DRC Dynamics HR Support
Updating of HR information on DRC Dynamics.
Resolving challenges in relation to accessing HR module on DRC dynamics.
Coordinates staff orientation on DRC dynamics
Payroll
Processes all payrolls – National staff and Expatriate shadow.
Pay slips preparation and inquiries.
Pay related grievances
Review Incentive Workers Payroll
Liaise with HQ on the expat payroll changes to be made in country.
Reporting
Consolidate all HR API reports received from the field and Country office and submit to the HR/Administration Manager by the 5th of every month for review and updating before final submission.
Ensure that timesheets for all national staff are dully submitted and maintain the time sheet tracker which should be shared on a quarterly basis.
Orientation
Coordinate the orientation process and help new staff with onboarding.
Coordinate provision of the working tools to all new hires e.g. laptop, phone where necessary among others Officers and Assistants.
Prepares all briefing schedules checking with the briefers and also follow up to ensure that all new staff have been fully oriented.
Conduct the HR orientation for all joiners at Country Office.
Follow up on field orientation and onboarding compliance for all field locations.
HR Administration
Expatriate administration and management.
visas, work permits processing
Tracking periodically and sharing with management all the contract periods, work permits, dependents passes periods and many other related duties.
Contracts follow up
Onboarding and off boarding
performance management
responsible for updated data on the expat staff list on API
Coordinate and ensure quality and timely corporate reporting in HR/Administration department.
Review Administration trackers and work before submission.
Psychosocial support
Focal contact person for the psychosocial contract and the overall in charge of managing the activities related.
Legal
Focal contact person for legal issues with the DRC retainer
Advise management on how to proceed with legal related issues.
In charge of all DRC legal materials archiving and custody.
Manage and update the legal files and tracker
Incentive Workers contract management
Manage the Q-sourcing contract
closely follow up on submission of payroll
timely grievance management
 


Qualifications, Skills and Experience
The ideal applicant must hold a Bachelor’s Degree in Social Sciences, Human Resource Management and other related disciplines, A Master’s Degree in HRM will be of an advantage.
Professional membership to the Human Resource Association is desirable.
With at least five years of work experience in relevant field INGO or other agencies
Strong knowledge of Human Resource Information Management systems.
Proven ability in the implementation of large-scale programs.
High integrity, pro-active, stable, robust character and a good team-player
Highly motivated, results-oriented, and with well-developed problem-solving skills.
Ability to cope with heavy workloads and to work under pressure to meet tight deadlines.
Excellent communication and interpersonal skills.
Excellent analytical and negotiation skills.
Proven commitment to accountability practices.
Proven ability to prioritize tasks, meet deadlines, and work with limited supervision.
Knowledge of computers word processing, database management packages.
Excellent verbal and written English.
