About US
Financial Sector Deepening Uganda FSDU is an independent not-for-profit company committed to promoting greater access to and usage of financial services in Uganda. FSD Uganda seeks to develop a more inclusive financial sector with a focus on low-income individuals particularly women and Micro, Small and Medium Enterprises MSMEs.
 
FSD Uganda works with both public and private sector players to develop sustainable improvements in the livelihoods of low-income individuals through reduced vulnerability to shocks, increased incomes, and employment creation. We support innovation, conduct research, help promote and improve policy, laws and regulation that shape the financial sector in Uganda through targeted Technical Assistance TA and grants. FSD Uganda is funded by The Government of United Kingdom of Great Britain and Northern Ireland and The Bill and Melinda Gates Foundation. We are part of a network of eight other financial inclusion organizations working in the Sub Saharan region of Africa.
 
Job Summary  The objective of the Financial Controller is to develop and implement FSDU’s overall financial control and performance framework and to ensure that both internal and external governance rules and requirements are complied with. The Financial Controller shall also be accountable for FSD’s management and financial reporting to all stakeholders in line with FSD’s strategic plans and the relevant regulatory framework.
 
Key Duties and Responsibilities 
Accountable for executing the financial strategy of FSD Uganda.
Lead the development and implementation of systems, policies and procedures to ensure all financial transactions of FSD Uganda are monitored for conformity with internal controls and in line with the approved governance and financial risk management guidelines.
Support the Chief Operations Officer with the preparation of monthly and annual financial plans in a timely and accurate manner.
Accountable for donor reporting and compliance with all terms and conditions of donor MoU’s
Accountable for financial reporting in line with IFRS and ensuring integrity, accuracy and completeness of financial data.
Manage financial planning, MIS, budgeting, cash flow projections, etc.
Responsible for the treasury operations of FSD Uganda and ensuring that there is sufficient operational cash for both day-to-day activities as well as cash for strategic program activities.
Ensure full transparency over the financial performance of the FSD Uganda and all matters pertaining to Finance
Accountable for ensuring that the FSD Uganda annual operating plans are executed with agreed budget and plan.
Accountable for filing of statutory returns to regulatory authorities in a timely manner.
Accountable for delivering effective people management processes including performance management, talent management, staff career development and succession planning for the Finance Team


Qualifications, Skills and Experience
Must be a certified accountant with at least 10 years’ relevant experience, four of which in a senior finance management position within a reputable organization.
A first degree in Finance, Commerce, Economics or Statistics would be preferred.
A master’ degree in Business Management or Finance/Accounting would be an added advantage
Proven experience in broad range of financial technical finance competences including financial planning, financial control and reporting.
Proven finance functional and general leadership competence.
Proven ability to build and develop a Finance function.
Proven experience in managing donor funds Gates Foundation, UK AiD, European Union, etc. in a Senior Management position is a must
Vast knowledge of statutory tax management
Proven experience of implementing financial controls and/or financial risk management frameworks
Experience of having worked in either a large financial institution or background in large commercial setting or mainstream accounting/audit firms will be an added advantage
Competencies in IFRS provisions & compliance, Strategic & financial planning, budgeting and monitoring.
Knowledge of use of Power BI will be an added advantage
Proficiency in accounting software Navision preferably will be an added advantage
