Job Summary The primary functions of the SRHR/SGBV Program Manager
include provide overall technical and managerial leadership and guidance to
the program consortium partners; lead review and development of annual work
plans and budgets for the program; provide oversight of the SRHR/SGBV program
and consortium partners; ensure implementation of the work plan activities;
management of the relations with the districts of implementation and
engagement of key stakeholders for the program. The program manager shall lead
and support development of the standard program tools, support M&E and finance
functions, onboarding and management of program staff and the day-to-day
administration and management of the SRHR/SGBV program. The manager shall
manage donor relations in collaboration with the Amref country office.

Key Duties and Responsibilities
Manage all aspects of the SRHR/SGBV Program including coordinating the
consortium partners, leading development of project work plans and budgets
working together with the consortium partners, program staff, and key
stakeholders, lead development of implementation and monitoring plans, and
coordinate roles and responsibilities of each partner members.
Work with the consortium partners to ensure that all required activities,
indicators and objectives are successfully met within the project timeframe
and allocated budget
Work with program team to guide timely procurements and delivery of
required commodities and equipment
Work with consortium partners' finance, logistics, Human Resource managers
and administration to ensure smooth field office set-up and running; on
boarding and management of program staff.
Work with the consortium partners to closely update project monitoring
plans and discuss challenges and solutions
Participate in designing and support conducting of surveys and baseline
assessments and analyses to inform review and refining of program strategies
and technical approaches
Schedule regular joint consortium field visits for monitoring and
supervision where possible to ensure quality of programme implementation
Design master training schedule for the programme
Support mapping of partners, establish key programme partnerships and
initiate coordination meetings with them to ensure leveraging of resources and
integrated implementation of SRHR/SGBV services
Work with the consortium partners and programme staff to adopt and
introduce standardized strategies and protocols for SRHR/SGBV as a component
of a comprehensive and fully integrated SRHR/SGBV programme
Attend coordination meetings and work closely with other partners in
SRHR/SGBV ensuring access to the services and avoiding duplication of efforts
Lead progress report writing for submission to Amref health Africa Uganda.
Support the refining of monitoring, evaluation and operational research
activities within the programme.
Prepare technical and information documents, work plans and monitoring
reports, taking into account national and international protocols relevant to
the issue.
Perform other activities, whenever requested by the supervisor.


Qualifications, Skills and Experience
The ideal candidate must hold a University Post graduate degree in medical
training, Public health, Social Sciences, Development Studies, or a related
field.
Must have at least five years of professional experience in managing and
implementing SRHR/SGBV projects
Must be able to analyze and interpret data and to track performance against
program indicators
Must be able to travel to field sites
Experienced in programme management, including implementation and PME;
Demonstrated experience of working with a network of partner organizations,
managing contacts and coordination of meetings with key-stakeholders;
Experience and interest in working with young people in the area of
SRHR/SGBV.
Experience with programme planning models, project management, and
monitoring systems
Excellent communication skills oral and written in English; critical and
analytical thinking, problem solving
Team player, but also able to work independently
