About CSSP Programme ⇒
WFP is jointly implementing the “Child-Sensitive Social Protection Programme
in Refugee-Hosting Districts in the West Nile Region” CSSP with UNICEF. WFP
is responsible for the CSSP’s social protection systems strengthening pillar,
which focuses on enabling improved delivery of three Government of Uganda
social protection programmes at the district level, as well as developing a
nutrition-sensitive cash-based transfer CBT. This work will involve process
improvements at the service delivery level in the districts and eventually
improvements and integration of systems across programmes.
Job Summary ⇒ Under the supervision of the Programme Policy Officer Social
Protection CST within the Resilience and Social Protection programme team,
the primary job purpose of the PPO-Cash Transfer Delivery Mechanisms is to
improve the delivery process of CBT services to beneficiaries by contributing
to the design, planning, implementation, monitoring and evaluation of cash
delivery mechanisms. This includes strengthening systems and processes of
individual government programmes and design of a nutrition-sensitive CBT,
including but not limited to targeting, registration, enrolment, delivery and
case management information updates and complaints.
Key Duties and Responsibilities ⇒
Support the development and implementation of CBT processes and components
for initiatives led by the social protection unit and other programme sub-
units
⇗ Oversee and coordinate technical support for the improvement of CBT
processes in government social protection programmes supported by the CSSP;
⇗ Support development and implementation of the CSSP’s CBT component and
supporting processes and coordinate development of its management information
system MIS;
⇗ Support the development and implementation of CBT activities led by other
Programme sub-units;
⇗ Coordinate with the CBT unit to support the harmonisation of social
transfers with humanitarian cash delivery systems as required;
⇗ Support the appraisal of various cash assistance delivery mechanisms to
suit specific programmes based on context and the required proposal
development;Participate in the Cash Technical Working Group and other relevant
internal fora on Cash-Based Transfers as required to improve cross-unit
collaboration.
Support the development of improved Management Information System MIS
tools and processes and their implementation in accordance with the CSSP for
district and national partners
⇗ Support the technical assessment, design, rollout and deployment of MIS
tools and processes for stakeholders;
⇗ Support the design and implementation of process monitoring tools for
quality assurance and to ensure compliance to WFP policies and procedures;
⇗ Engage and collaborate with internal and external stakeholders to
coordinate assistance delivery mechanisms across the various stakeholders;
⇗ Participate in relevant internal and external fora on assistance delivery
mechanisms as required to improve cross-organizational collaboration
Support integrated resource management of the Social Protection and
Resilience portfolio, setting up tools and process for portfolio management;
monitoring and reporting on the CSSP budget; and mentoring junior members of
staff for continuous update and use of these tools.
⇗ Support other work of the unit as determined in accordance with
organizational priorities.
Qualifications, Skills and Experience ⇒
⇗ The ideal candidate for the United Nations World Food Programme WFP
Programme Policy Officer Cash Transfer Delivery Mechanisms job vacancy must
hold an advanced University degree in International Affairs, Economics,
Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other
field relevant to international development assistance, or First University
Degree with additional years of related work experience and/or
trainings/courses.
⇗ Language International Professional Fluency level C in English
language. Intermediate knowledge level B of a second official UN language
Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language,
Portuguese.
⇗ Prior experience in implementing technical programs i.e. nutrition, etc..
⇗ Experience in implementing programmes and providing input into designing
operations.
⇗ Exposure and experience in policy discussions and decisions.
⇗ National Professional Fluency level C in English language and
the duty station’s language, if different.
Competencies
⇗ Programme Lifecycle & Food Assistance Demonstrates ability to
identify key variables and contextual factors that affect food assistance
problems and programmes throughout the lifecycle to inform quality programme
design or re-design.
⇗ Transfer Modalities Food, Cash, Voucher Demonstrates ability to
analyse and consolidate quantitative and qualitative information from
different sources e.g., market studies to inform transfer modality selection
and programme development.
⇗ Broad Knowledge of Specialized areas i.e. Nutrition, VAM, etc.
Demonstrates the ability to interpret basic data in the context of WFP
specialised fields to contribute to technical programme design, implementation
and monitoring.
⇗ Emergency Programming Displays capacity to provide inputs into the
development, implementation and realignment of high quality emergency
programmes.
⇗ Strategic Policy Engagement w/ Government Develops thorough
recommendations using multiple inputs e.g., government counsel, research, own
experience to strengthen national or subnational entities and government
owned food and nutrition security programmes.
