Minimum Qualification

Applicants should be Ugandans in possession of an Honours Bachelor’s Degree in Agriculture; Agricultural Economics plus a minimum of a Post Graduate Diploma in any of the above fields from a recognized University/ Institution.
Working Experience

Applicants should have a minimum of six 6 years working experience in the field of Plant and Crop Management and Development, three 3 of which should have been at Senior Agricultural Inspector level in Government or from a reputable organization.
Duties
The incumbent will be responsible to the Assistant Commissioner,
Phytosanitary and Quarantine for performing the following duties-



‣ Preparing, implementing and providing technical support on phytosanitary
and quarantines and guiding the various units both at the headquarters, entry
points and district offices;

‣ Coordinating phytosanitary and quarantine inspection, certification and
issuance of Plant Import Permits and phytosanitary Certificates;

‣ Coordinating activities of the division and supervising all staff tasked
to deliver plant inspectorate activities at all major entry/exit posts;

‣ Promoting public/private sector awareness on phytosanitary requirements
and laws, regulations, policies, procedures and other information related
activities;

‣ Establishing collaboration linkages with the relevant stakeholders in the
implementation of phytosanitary and quarantine activities;

‣ Building capacity and training phytosanitary and quarantine inspectors and
relevant stakeholders at all levels;

‣ Enforcing adherence of exported/imported plants and plant products to SPS
and IPPC requirements;

‣ Establishing functional post, internal and entry quarantine diagnostic
laboratory, screen/green houses, treatment and incineration facilities;

‣ Preparing project proposals in the related field;

‣ Establishing registration and certification of all exporters of plants and
plant products;

‣ Preparing performance reports, workplans and budgets and submitting them
to the Supervisor for further action;

‣ Any other duties as may be assigned from time to time.
