About US
The International Rescue Committee helps people whose lives and livelihoods
are shattered by conflict and disaster to survive, recover, and gain control
of their future. It was created by Albert Einstein more than 80 years and has
been working in Uganda since 1998. It has particularly working in the conflict
zones where tens of thousands of people have been kills and over 1.6 million
displaced. Following a peace agreement in 2006, Ugandans are returning home
and looking to rebuild their lives. The IRC is there to protect women and
children from violence and exploitation by fostering a safe environment and
encouraging education, and is supporting farmers and small businesses, and
helping communities promote peace and long-term development.
Job Summary IRC Uganda is currently looking for a Justice and Peace
Officer to carry out activities under the EU-funded program “Strengthening
Integrated Systems to Accelerate Access to Gender, Child and Youth Justice”
with the goal of promoting peaceful and safe co-existence under the rule of
law in Yumbe and Lamwo districts. The ideal candidate has a Bachelor’s degree
in law, international development or peace studies with previous experience
working on legal aid or peacebuilding programmes. S/he has strong coordination
and networking skills and is pragmatic with the capacity to solve problems
efficiently and creatively. S/he will have strong communication and
interpersonal skills with the ability to gain trust and build strong
connections with clients and communities.
The Justice and Peace Officer reports to the Senior Justice and Peace Officer
and is based in Lamwo. This position supervises two Justice and Peace
Officers based in Lamwo.
Key Duties and Responsibilities
Carry out day-to-day implementation and monitoring of work plans ensuring
that activities reflect donor and other commitments.
Provide legal aid case and ensure that legal aid and peacebuilding data are
consistently collected, analyzed and aggregated for program refinement and
advocacy purposes.
Strengthen capacity of paralegals to provide legal information, legal
counseling and other legal services to refugees and other persons of concern.
Conduct case management and follow up on legal cases with relevant
authorities.
Support mobilization of youth peacebuilders and conduct systematic
trainings and mentorship on conflict resolution and advocacy aimed at
empowering youth to influence peace, justice and security-related decisions
and actions.
Submit daily and weekly data, prepare weekly and monthly reports, and
gather other information, as directed by the Senior Justice and Peace Officer.
Analyze data, highlight trends and legal protection needs of refugees and
other persons of concern.
Support Senior Justice and Peace Officer in delivering trainings and
mentoring sessions vis-à-vis legal aid and youth peacebuilding.
Ensure that all interventions are fully aligned to national frameworks and
systems, as well as broader policy developments relevant to legal aid.
Contribute to monthly PRoL field team meetings which review Budget vs.
Actual expenditures, log frame deliverables and monitor targeted cash support.
Establish and maintain good working relationships with JLOS actors, OPM,
local government authorities, UN agencies, I/NGOs, CSOs, refugee leadership,
youth leaders and community based networks, including paralegals.
Maintain close collaboration with other PRoL teams and IRC’s Women’s
Protection and Empowerment WPE to promote robust coordination and leverage
synergies.
Perform any other duty as requested by the Senior Justice and Peace
Officer.

Qualifications, Skills and Experience
The ideal candidate for the International Rescue Committee Justice and
Peace Officer job must hold a University degree in law, criminal justice,
international development, peace studies or other related field;
At least two years of relevant experience in the access to justice, legal
empowerment, peacebuilding or rule of law sector, preferably in displacement
contexts;
Previous experience working on legal aid or peacebuilding preferred;
Strong understanding of International Human Rights and Refugee Law;
Strong communication and interpersonal skills with excellent analysis and
writing skills;
Excellent analytical, writing skills and fluency in English;
Experience in working and coordinating with the UN, donors, INGOs and other
stakeholders preferred;
Strong interpersonal skills and ability to work as part of a multi-
disciplinary team, as well as independently.
Flexible and able to work in a dynamic and diverse environment.
Basic computer skills including Microsoft Word.
