Job Summary Under the supervision of the Project Manager and the
Protection Coordinator, the job holder is to work in close coordination with
the District Health Office, and other relevant stakeholders in the districts
to ensure implementation of the activities in the area of operation, including
ANC, assisted deliveries, PNC and ambulance services.
The Project Officer will oversee and ensure that all activities related to the
project are implemented in a timely and efficient manner according to the
agreed LWF Uganda, and Donor Guidelines, and provide leadership and
coordination for all aspects related to project activities in the designated
Sub-Program. He/she will organize training and mentoring sessions for health
Workers, support functionality of youth and women safe spaces, support SGBV
case management in line with established guidelines and referral pathway,
supports routine data collection and M&E activities.
Key Duties and Responsibilities
Project Implementation
Ensuring quality and integrity of implementation, including adherence to
technical administrative systems, and established deadlines.
Day-to-day coordination to ensure timely implementation of activities under
the program.
Establish and maintain close coordination with LWF-DWS Lamwo sub office,
District
Health office, the designated health centers and other health partners in
the region.
Collaborate with health partners, the sub office and district colleagues to
ensure relevant coordination, integration of approaches and efficient
implementation of activities.
Represent LWF at meetings and forums, and engage with all relevant
stakeholders e.g. beneficiaries, community leaders, local and national
government health officials, donors, UN agencies and other NGOs, to sustain
and further develop relations and networking.
Take lead in the establishment of Male Action Groups MAGs and use these
community based male groups as champions of change for GBV prevention,
promotion of gender equality & SRH.
Scale up the tested community mobilization approach of SASA! by; conducting
baseline assessments for SASAI, Identifying and training Community Activists
on SASA Methodology, mapping out SASA! initiatives and conducting continuous
rapid assessments during implementation;
Take lead in organizing and conducting various community dialogue meetings
on GBV and SRH.
Assess, facilitate and strengthen the capacity for health workers and
village health
teams’ /community health workers and target community to conduct SRMH
activities
Participate in the design and implementation of BCC strategies for purposes
of increasing awareness on SRMH
Project Planning
Develop and track work plans and action plans for project activities.
Ensure that all Work Plans, Procurement Plans, Manpower Plans for the
project are submitted to management on time;
Build the capacity of project teams on project planning and scheduling.
Staff Management
Lead and manage supervisees ensuring clarity over plans and priorities,
providing supervision, guidance and mentoring, encouraging effective team work
and inclusiveness and building a team spirit through regular meetings and
events and clear reporting mechanisms for each team member;
Provide management support to direct reports in their management, and their
implementation of role objectives, work plans and budgets management;
Advise and assist with defining the required team composition and structure
for the operational programme in accordance with LWF standard structure;
Agree on clear performance objectives for all direct reports in appraisal,
and ensuring all team members have appropriately set objectives, and that
appraisal are undertaken in a timely manner.
Organise capacity building and support in training activities for staff and
partners as needed under the programme.
Support the training of district health workers and service providers in
identified training
Supervise Project Assistants to implement project activities.
Financial management I Budget Monitoring & Control
Initiate payment requisitions for trainings, mentorships and field
activities.
In Liaison with grants manager, develop accurate annual budgets and budget
revisions for the project/programme according to standards of the donor;
Initiates procurement and supplies of project activities in accordance with
LWF procurement policies.
Keep track of all project/programme budgets and ensure that
project/programme activities are within assigned budgets;
In Liaison with the grant’s manager, review financial reports to track
expenditures and provide feedback to the SPA.
Ensuring that the financial implications of plans are fully considered and
reflected in the annual budgets.
Project Monitoring, Evaluation and Reporting
Prepare weekly and monthly reports in standard reporting formats and ensure
timely submission of the reports to LWF and its partners and donors in line
with reporting
In collaboration with the M&E unit, oversee the collection, handling,
analysis and reporting of data related to Program activities.
Participate in project monitoring and evaluations and ensure that all
evaluation reports are shared with appropriate forum in line with reporting
procedures

Qualifications, Skills and Experience
The ideal candidate for the LWF Uganda Project Officer - Sexual
Reproductive Health job opportunity should hold a University degree in related
fields with past experience in similar mentioned activities above
Health professional with degree or equivalent qualification in
Nursing/Maternal health/ Public health or related field is preferred.
At least 3-4 years of experience in implementing health programs with
NGO/INGOs, or other relevant organization.
Experience in managing Maternal & Child Health MCH related projects is an
added advantage.
Good understanding of the Health context in Uganda – Lamwo district,
including ambulance services and/or planning pre-hospital care initiatives.
Experience in coordination and communication with line agencies,
Governmental Health institutions and NGO/INGOs.
Experience in humanitarian work in community mobilization, SGBV prevention
and Sexual Reproductive & Maternal health.
Demonstrated knowledge of Primary and Reproductive Health Care concepts.
Experience in project management, managing budgets and good report writing
skills.
Experience and knowledge in Gender and SGBV concepts is desirable.
Prior experience working in a refugee settlement desirable.
Demonstrated ability to work in a fast-paced environment with tight
deadlines, effectively managing multiple priorities.
Ability to analyse information, evaluate options and to plan strategically.
Strength in interpersonal, communication and presentation skills.
Demonstrated understanding of working in a heterogeneous team.
Team player, flexible, network-builder. able to handle pressure, enjoy
working in the field.
Leadership and Team management skills, good planning, organizational and
time management skills.
Proficiency in computer programming word processing. Power point,
spreadsheets etc.;
The ability to ride a field motorcycle is an added advantage.
